Route 21
Route 21 is a water route at the south of Pallet Town. There is a small grass patch at the northern part, and Water-type Trainers roam around this area. Head south to Cinnabar Island.

Cinnabar Island
A volcanic eruption three years ago had destroyed the island totally, leaving only the Pokémon Center standing. There are hills here where you can use HM08 Rock Climb, but you cannot use it right now.

You will see a boy, Blue, standing at the hilly platform. He said that he is willing to have a battle with you only if you have obtained 7 Kanto Badges.
Now surf to the right of the map to head to Route 20.
Route 20
There are plenty of trainers here on the water, and Seafoam Islands is found around the middle of this map. Head right until you see a cave. Enter the cave, which is the Seafoam Islands.

Cinnabar Gym
We will skip the Seafoam Islands part for now. Climb up the ladder to realise that there is a gym within the island. Blaine is the leader of the temporary gym, specialises in Fire-type Pokémon. In order to get to him, you have to pass through the trainers as the gym is quite small. When you have beaten the Trainers, they will step back. Blaine have three strong Fire-type Pokémon, but a Water-type Pokémon will certainly have a advantages to win the battle.

Upon his defeat, he will award you the Volcano Badge, as well as TM50 (Overheat).
After the Gym Battle
Now that you obtain 7 Kanto badges, fly back to Cinnabar Island and talk to Blue again. He reveals himself as a Gym Leader, and will tell you to head to the gym in Viridian City to battle him.
