Blackthorn City
Known as "a quiet mountain retreat", Blackthorn's main attraction is the Blackthorn Gym, the last of Johto's official Gyms. Due to its isolation (the only way into town is through Ice Path), there isn't much else of interest here.
In-game trade
The girl in the first house you pass by is looking to trade. She is willing to trade her Dodrio for your Dragonair♀. While Dodrio are rare, a Dragonair (and then Dragonite) will end up stronger in the long run.
Move Deleter
To the left of the Poké Mart is the Move Deleter's house. This guy can help Pokémon forget unwanted moves (like HM moves, or moves that can't be traded to the Generation I games).
Later...
Visit Blackthorn on a Saturday, and jump down the ledges to the east of the Gym. Santos will be standing here, waiting to give you a Spell Tag, which strengthens Template:Type2 attacks.

The Blessed User
of Dragon Pokémon
The Blackthorn Gym is devoted to the Template:Type2, so your recent acquisitions from Ice Path will do well here. You will also need to bring a Pokémon that knows Strength with you to form a bridge to the Gym Leader.
Battle past Cooltrainer Paul, and take the stairs to the second floor.
North of the stairs, you'll see two boulders side-by-side. Neither one of these will help you get to the Gym Leader, so head south. Beat Cooltrainer Fran, and you'll see two boulders in the southeast area. Push the right one down to the south wall, and shove the left one ↑9, →2 to drop it down the hole. Continue north, defeat Cooltrainer Cody, shove the next boulder to the east wall, and push the last south, dropping it down the nearest hole. Take the eastern stairs down to the center of the Gym's main floor.
Battle past Cooltrainers Mike and Lola, and you'll reach Clair at the back of the Gym.

Clair can't accept that she lost the battle. She tells you that you're still not ready for the Pokémon League, and that you should take the "dragon user challenge". She mentions the Dragon's Den, located across the pond behind the Gym, telling you to bring her the Dragon Fang from there to be accepted as a true dragon user. Only then will she give up your last badge. Grab a Pokémon with Surf and Whirlpool, and head inside the cave.
Dragon's Den
Enter the cave, and take the stairs down to the main cavern. From the entrance, surf to the southwest, and you'll be stopped by a whirlpool. Once you get past it, head around to the east behind the shrine, and you'll find the Dragon Fang on the eastern shore. Clair doesn't show up yet, so step inside the shrine to meet the clan's elder. He gives you a test; 5 questions to determine your attitude towards Pokémon. Avoid the obvious negative answers ("Underling", "Cheating", etc) to pass the elder's test. Leave and re-enter the cave (with no more than 5 Pokémon), and the elder will reward you with a Dratini; the young dragon's species is rare enough, but this individual knows the ExtremeSpeed move, which they don't normally learn.

Clair enters the shrine, fully expecting you to fail the elder's test. She is furious that you've passed the test while she has not. The elder steps up, demanding that she award you the Rising Badge, which she reluctantly does. The final Johto badge allows the use of Waterfall outside of battle, and commands attention from all Pokémon, regardless of level. Clair leaves, but stops you on your way out to give you TM24 (DragonBreath) as an apology.

As soon as you leave the cave, Elm calls you. He asks you to visit him at the Lab, and since you have to travel through New Bark anyway, it won't be a problem. Heal up your team, and head south to Route 45.
Route 45
Route 45 is a steep trail leading down from the mountains. The path leads directly to Route Route 46, but it is possible to take a detour through Dark Cave.

Dark Cave
While it was accessible once you had reached Route 31, you didn't have the moves (Flash, Rock Smash, Surf, Strength) needed to fully explore this shadowy cave. This cave leads to Route 31 and Route 46
Blackthorn Side
From the northeast entrance near Blackthorn, walk south to the water's edge. Surf directly south, and climb onto the nearby rock ledge to find a Revive. Follow the path to the west, and you'll find TM13 (Snore) near a ledge. Backtrack to the lake, and swim across to reach the northern shore. Follow the trail north, then turn towards the southwest. Turn to the north, and speak to the blue-haired guy to get a pair of BlackGlasses, which enhance Template:Type2 attacks. Head south walk through the doorway to reach the cave's western side.

Violet Side
After exploring the Blackthorn side of the cave, you'll emerge on the western side at the edge of another small lake. If you never visited Dark Cave from Route 31, Surf to the west find a Potion. You can continue west to reach Route 31. To reach Route 46, walk south and use Surf or Rock Smash to continue west. Smash another boulder, and continue to the northeast. Break the third boulder to the north, pick up the hidden Elixir, and walk to the east. Grab the Hyper Potion and continue south. Pick up the Full Heal, and the Dire Hit to the southwest, and jump the ledge to reach the exit to Route 46.

Route 46
Route 46 is a small mountainous path that continues from where Route 45 end. Make your way south, and you'll eventually reach the gate that connects to Route 29. From there you can head to the east toward New Bark to see Elm.
