Horn Drill (Japanese: つのドリル Horn Drill) is a very inaccurate Normal-type one-hit KO move introduced in Generation I.
Effect
Generation I
Horn Drill does damage equal to the opponent's current HP. Horn Drill will break a Substitute on contact, and can be countered for infinite damage if and when it breaks a Substitute.
Horn Drill will not affect an opponent whose current speed is greater than the user's current speed.
Generation II
Unlike in Generation I, Horn Drill can affect a Pokémon whose speed is greater than the user's current speed. However, it cannot affect a Pokémon of a higher level. Horn Drill can be Countered for infinite damage if it misses in Pokémon Gold, Silver, and Crystal. But this does not apply to Pokémon Stadium 2.
In Generation II, Horn Drill is generally considered to be the single best move in the game.
