Effect
Generation II
Quick Claw gives the holder a ~23% (60/256) chance of going first in its priority bracket.
Generation III onward
Quick Claw gives the holder a 20% chance of going first in its priority bracket (regardless of Trick Room and Stall). If a Quick Claw is gained, lost, or suppressed, then it will not affect turn order until the beginning of the next turn.

Pokémon Adventures
In Interesting Interactions Involving Illumise, a Quick Claw was listed as the held item of a rental Skarmory that Emerald used at the Battle Factory.
A Quick Claw was held by the Metagross that Emerald borrowed from Crystal for his battle against Tucker in A Cheeky Charizard Change-Up I, allowing it to outspeed Tucker's Charizard and trap it in a doubly super-effective Rock Tomb. This proved to be not enough to knock the Flame Pokémon out, however, and Charizard was able to defeat Metagross with Overheat.
