Joe (Japanese: ジョー Joe) is a character in Pokémon Duel. He is the owner of Atlantis and a member of the Roger family.
Personality
Joe speaks with an accent resembling a 1920's gangster, and he has no qualms about using underhanded tactics to get his way. He is skilled at covering up evidence of his crimes as well, as Carlo is unable to find any proof of foul play among the records of Joe's achievements. Joe is also a skilled PFG player despite using these methods, having once tied in a non-AI match against Master Rosé, the PFG World Champion.
While Joe is skilled at deception, he is also shown to be gentle when not maintaining his facade for his superior or adversaries.

Plot
Joe works under Don Roger of the Roger family, and is tasked with locating the Gemini AI devices Carlo and Another at the Pokémon Figure Game (PFG) World Championships on Carmonte Island. Joe encounters the player and Luca at Atlantis, and is able to determine that they hold the two devices. To approach the pair, the Roger family arranges to make Joe the owner of the hotel, as well as sabotage the figures of many of the tournament's players. Luca is quick to blame the Rogers based on the group's shady reputation, large size, and control of figure maintenance for the event, but Joe denies his claims. However, Joe makes a bet to admit to all of his crimes should he be defeated by the player - a promise that he honors once the player emerges victorious.
After Joe's and later Brenda's defeat at the player's hands, Don Roger attempts to win the player's AI device in a duel, but fails as well. As a backup plan, Roger has Joe kidnap Tia, Luca's sister, in order to coerce Luca to assist in obtaining Carlo. Luca complies, but the Another personality in his device awakens and arranges for Tia to be released early. Joe brings Tia to a plaza and releases her there, showing some concern for her safety, and wishing Brenda were as kind as her.
Later on, Don Roger re-evaluates the goals of the Roger family, and decides to have them support the player instead of acting as obstacles to them. Joe is surprised at the shift, but maintains his loyalty to Roger and agrees to follow.
