Misty's Starmie (Japanese: カスミのスターミー Kasumi's Starmie) was one of the three original Pokémon acquired by Misty in the Kanto region in the anime, and Misty also has a Starmie in every game she appeared in.
In the anime
Misty's Starmie got very little screen time compared with its pre-evolved form. When it was called upon, initially it was for battles against others, however it was later generally used in a utilitarian capacity, being used to Surf and Dive, as well as on one occasion to hover through a race on land. When fatigued its jewel-like core would flicker accompanied by a soft 'ding' sound, rather than repeatedly utter its name like many other Pokémon.
Starmie first appeared in The Water Flowers of Cerulean City during Misty's gym battle with Ash. She used it to battle against his Pidgeotto. Despite Starmies best efforts, and a few strikes from Dive and Rapid Spin the battle quickly went in Ash's favor, with Pidgeotto gaining the upper hand resulting in Starmie losing energy quickly, as indicated by the red jewel in its center blinking rapidly.
It was also used in battle against Joe and Giselle at Pokémon Tech. Joe was very confident that his Weepinbell could defeat any of Misty's Pokémon. Determined to prove otherwise, Misty sent out Starmie and, despite a type disadvantage, it was able to defeat Joe's Weepinbell. Upon seeing this, Giselle felt it necessary to prove Misty's own point to her. Using her Graveler, Giselle proceeded to defeat the Template:Type2, her Graveler charging at Starmie, shattering its core and throwing it out of a second story window and into the school's pool below. It was one of two instances a Starmie's core was seen shattering, the other being owned by a young trainer on the St. Anne. Starmie's regenerative abilities were also demonstrated, as by the next time it was seen, its central core was repaired. This particular incident proved to be quite traumatic, as Starmie was rarely used for battles afterwards.
It appeared to have an ability similar to Water Absorb, even though abilities did not exist when Misty was a main character, such as when it was called out to help get a flock of Butterfree back from Team Rocket, it was seemingly knocked out by Jessie (using a sledgehammer). However it seemed to regain its health when Misty jetted water on it.
Starmie was one of the Pokémon that helped Ash and co. escape the sunken St. Anne, and later from James's Gyarados. Its swimming abilities were called on again to help get the gang to the North Pole, however it, along with Staryu, Goldeen and Squirtle tired out before they made it. Starmie was also one of Misty's Pokémon that was stolen by Keita.
Near the end of the Kanto adventures, Horsea was feeling sick due to lack of exercise, so Misty dropped it off at the Cerulean Gym so it could spend its time swimming in the aquariums there. Misty left Starmie there with it, because her sisters wanted to borrow it. Misty later reclaimed it when she became Gym Leader of Cerulean.
It reappeared briefly in Cerulean Blues along with Horsea, being reunited with Misty, who upon seeing them stated she had missed her old companions, both were quickly scared off however by Gyarados.

Moon to battle Rhydon in Raging Rhydon. The battle between Bulbasaur and Starmie was merely a show for Misty to show how ill prepared Red was for facing the dangers that undoubtedly awaited them.
