Blurb

It’s time for the Pokémon Marine Athletic Race! After arriving, our heroes meet up with Kiley, a friend of Chrysa’s, so Chloe and Eevee can learn more about Kiley’s partner Vaporeon. Kiley assures Chloe that even though Eevee’s not a Water type, it can still enter the race. Ash competes with Dracovish, and Goh chooses Dewgong—who proceeds to pick a fight with an aggressive Huntail. The Huntail corners Chloe, Dewgong, and Eevee in an underwater cave, but our heroes combine forces and defeat it! Then, Kiley gives Chloe a Water Stone as an option for the future—so Eevee can make its evolutionary choice when the time is right!

Plot

Ash, Goh, and Chloe watch a live broadcast of the Marine Athletic Race from Lilycove City in Hoenn. Seeing her Eevee enthusiastically cheering for the Vaporeon that ends up winning the race, Chloe decides that she wants to meet Vaporeon and its Trainer, Kiley, who's a friend of Chrysa's from her college years. Ash and Goh also decide to tag along.

After arriving in Hoenn, the group meets up with Kiley. Kiley suggests that they should participate in the Kids Marine Athletic Race, and they agree, with Ash choosing to enter with Dracovish and Goh going with Dewgong. Even Chloe agrees to compete after learning that she doesn't necessarily need a Water type to participate. Kiley takes everyone for a practice swim around the racecourse, during which Ash's Dracovish demonstrates its ability to move faster by running on the seafloor than by swimming, Goh fails to catch a Gorebyss due to his Poké Ball throw not working underwater, and Dewgong is smitten by the same Gorebyss.

At sunset, everyone gathers at a beach side house to eat. Kiley says that looking at Chloe's Eevee brings back memories, revealing that he's had his Vaporeon since it was an Eevee. Chloe asks why he chose to evolve it into a Vaporeon specifically. Kiley explains that he's a pro surfer, and one day, he had taken his Eevee along with him on his surfboard, and it had thoroughly enjoyed the experience. Seeing his Eevee's love for the ocean had made the choice of its evolution easy for both of them. Goh asks Chloe which Eevee evolution she's going to choose, but she says that she's not going to choose anything: she's going to let Eevee make the choice herself.

The next day, the Kids Marine Athletic Race is held, with Ash, Goh, Chloe, and their Pokémon all standing at the starting line. At the starting signal, they all rush ahead, going through the racecourse as they had practiced the day before. Close to the end of the race, however, Dewgong notices the Gorebyss from before nearby, with a Huntail swimming after them. Feeling jealous, Dewgong leaves the racetrack and attacks Huntail, who starts fighting back. Eevee notices Dewgong swimming away and follows, with Chloe close behind. Ash and Goh cross the finish line at the same time and argue which one of them won, until they too notice Dewgong's absence. Dewgong, Chloe, and Eevee are chased to a nearby cave, and one of Huntail's attacks causes the cave entrance to be blocked off. Kiley comes to help, having his Vaporeon attack Huntail while Ash tries to break the rocks blocking the cave entrance. When Dracovish's Water Gun fails to provide results, it instead uses Fishious Rend, easily crushing the boulders and leaving Ash amazed at the power of the move that he didn't even know Dracovish could use.

Just as Chloe, Eevee, and Dewgong escape from the cave, Huntail attacks again, with Vaporeon fighting back with Hydro Pump. Eevee joins in, using Copycat to mimic Vaporeon and use Hydro Pump as well. The two combined Hydro Pumps overpower Huntail, and it is defeated. After Huntail has recovered, it and Dewgong apologize to each other, although Dewgong is left heartbroken when it sees Gorebyss being in love with Huntail instead of it.

Later, Kiley gives Chloe a Water Stone as an option for her Eevee, although he's also fine even if she doesn't end up using it. Chloe offers the stone to Eevee and asks her if she wishes to evolve into Vaporeon. Eevee hesitates, but eventually decides not to touch the stone. Chloe happily accepts Eevee's choice, remembering her mother's words about not rushing things.
