The Cipher Key Lair is a factory used by Cipher which produces Shadow Pokémon. The machinery in the factory is able to continuously produce Shadow Pokémon at a faster rate than the old method which was used in Pokémon Colosseum. The factory shuts down when Michael uses a System Lever to increase the voltage in the factory so that the machinery malfunctions.
