There is nothing on 11 except a handful of Trainers and a berry tree.  However, it does get you where you want to go - the sleeping Snorlax on Vermilion's eastern border.  To wake it up, tune the Pokégear's radio to the Poké Flute channel (20.0), and press the B Button.  Exit the menu, and check on Snorlax to place the radio near the snoozing creature.  It wakes up annoyed, and attacks the closest living thing.  After the battle, enter Diglett's Cave.
11 is a grassy path between 12 and Vermilion City to the west.

Roadblock
The wild Snorlax is still sleeping on the east side of Vermilion City, blocking travel to and from 11. It also happens to be blocking the western entrance to Diglett's Cave. To wake it up, tune the Pokégear's radio to Channel 20.0, then examine the creature to place the device next to it. The Poké Flute music rouses the Pokémon from its nap, and it attacks in a grumpy rage!

Diglett's Cave is a short tunnel that connects the eastern border of Vermilion with 2 in the west, linking the eastern and northwestern regions of Kanto.  There is nothing of major interest here, though this is the only location to find wild Diglett and Dugtrio.  Trek through the tunnel, and you'll emerge just south of Pewter City.

Diglett's Cave
Diglett's Cave is a long tunnel that spans nearly the whole region, linking Vermilion City to the east side of 2. Like the name implies, the only Pokémon that can be found here are Diglett and its evolved form, Dugtrio. With the Fuchsia City beach blocked off, it is currently the only way to reach western Kanto.

After emerging from Diglett's Cave, walk to the northeast to find a Vitamin.  Visit the man in the house south of here to obtain a Valuable item.  Walk through the guardhouse to the route's southernmost extent to find an Ether.  Cut through the line of trees to access the route's west side.  Battle the two Bug Catchers, and wander into the remains of Viridian Forest.  Grab the items along the way, battle the third Bug Catcher, and go north to enter Pewter City.
2 runs between Viridian City and Pewter City. Much of the route's west side is occupied by a maze of trees.

A Friendly Face
Visit the house near Diglett's Cave and speak to the man inside. Living out in the wilderness, it has been some time since he has had a visitor. He is happy for the company, and gives out a Nugget to show his appreciation.

Pewter City
Pewter City is a quiet city nestled in the northern mountains between 2 and 3. The Pewter Museum of Science is currently closed for renovations, but the Pewter Gym is still accepting challengers.

Visit the Pokémon Center to find a man who would like to trade Pokémon. He is willing to part with his Xatu in exchange for a Haunter. Haunter can be found on 8 and in Rock Tunnel.

Pewter Gym
|- style="background: #FFF;"
| style="padding: 0.5em;" | Pewter City Pokémon Gym<br>Leader: Brock<br>The Rock Solid Pokémon Trainer
|}

The Pewter Gym specializes in Rock Pokémon. Rock-type moves are super effective against Bug-, Fire-, Flying-, and Ice Pokémon, while Rock-type Pokémon are weak to Fighting-, Grass-, Ground-, Steel-, and Water moves.

The Gym features a rock garden, and has only one optional Gym Trainer battle before reaching the Gym Leader.

Because of their dual typings, each of Brock's five Pokémon take massive damage from Grass attacks. Aside from that, Water moves are effective against his Graveler, Rhyhorn, and Onix. Brock likes to dig for fossils in Mt. Moon in his spare time, and has acquired two prehistoric Pokémon in Omastar and Kabutops. Both are vulnerable to Electric attacks, but Electric Pokémon should be wary of being hit with Earthquake.

Pewter City
A man in the Poké Center is willing to trade his Xatu for your Haunter.  The Pewter Museum of Science is closed for renovations, which means that the Pewter Gym is the only other tourist attraction currently operating.

Brock still commands the Pewter Gym, meaning that the place still specializes in the Rock.  Grasss will have the advantage over all five of his Pokémon, while Waters <br> will only be effective against his Graveler, Rhyhorn, and Onix. Moves like Graveler's Earthquake, Rhyhorn's Horn Drill, and (for Waters) Kabutops' Giga Drain are the biggest <br> threats, but by now your team should be higher-leveled than Brock's team anyway.

This is the Bulbapedia walkthrough for Pokémon Gold and Silver.
These pages follow the original Game Boy Color iteration, not Pokémon HeartGold and SoulSilver. The guide for those games can be found here.

Route 11

Route 11

Route 11 is a grassy path between Route 12 and Vermilion City to the west.

Vermilion City

Diglett's Cave

Roadblock

The wild Snorlax is still sleeping on the east side of Vermilion City, blocking travel to and from Route 11.

Diglett's Cave

Diglett's Cave is a long tunnel that spans nearly the whole region, linking Vermilion City to the east side of Route 2. Like the name implies, the only Pokémon that can be found here are Diglett and its evolved form, Dugtrio. With the Fuchsia City beach blocked off, it is currently the only way to reach western Kanto.

Route 2

Route 2

Route 2 runs between Viridian City and Pewter City.

Pewter City

Pewter City

Pewter City is a quiet city nestled in the northern mountains between Route 2 and Route 3. The Pewter Museum of Science is currently closed for renovations, but the Pewter Gym is still accepting challengers.

Time for a Trade

Visit the Pokémon Center to find a man who would like to trade Pokémon. He is willing to part with his Xatu in exchange for a Haunter. Haunter can be found on Route 8 and in Rock Tunnel.

Pewter Gym

Leader: Brock

The Rock Solid Pokémon Trainer

The Pewter Gym specializes in Rock-type Pokémon. Rock-type moves are super effective against Bug-, Fire-, Flying-, and Ice-type Pokémon, while Rock-type Pokémon are weak to Fighting-, Grass-, Ground-, Steel-, and Water-type moves.

The Gym features a rock garden, and has only one optional Gym Trainer battle before reaching the Gym Leader.

Because of their dual typings, each of Brock's five Pokémon take massive damage from Grass-type attacks.

Boulder Badge

After the battle, Brock awards you the Boulder Badge.

The Silver Feather

There is an elderly man strolling around the east side of town. Speak to him, and he reminisces about training in Johto as a young man. Something about you reminds him of his younger self, and he is happy to give you a treasure that he found there all those years ago: the Silver Wing. This shimmering feather lets you track down the immense, silver-colored Pokémon that roosted atop the Burned Tower before it was destroyed.
