Toxel is a small, purple, lizard-like Pokémon. It has a lightning bolt-like protrusion on its forehead, along with four conical spikes surrounding its head. It has violet eyes and its cheeks are marked with a white spot on each side. The upper half of its body has a small white spot on its chest, resembling a baby's bib. Its lower half is light purple with lines giving the design of a diaper, ending in a short tail. Its arms and legs have two stubby fingers and toes each. Toxel also has two white spots on its back.
Toxel has a poison sac which is uses to store poison. By manipulating chemical make up of poison, it can produce electricity. Toxel relays the poison through its skin. While voltage is weak, it can cause a tingling paralysis if touched.
