In the anime
Dratini first appeared in EP035. The Warden of the Safari Zone was protecting the Tiny Dragon Pokémon. The episode was banned from English-audience due to excessive use of a firearm.
Dratini was also in EP251. This Dratini belonged to Clair and Team Rocket wanted to steal it from her. Clair's Dratini evolved into a Dragonair at the end of the episode.

Origin
It appears to be based upon sea serpents or lóng, traditional Chinese dragons who bring good luck.
Name origin
Dratini's name appears to be a combination of dragon and teeny, meaning small. Despite this, it is fairly large for a Pokémon, being nearly six feet (1.8 meters) in length. Its Japanese name, a combination of miniature and 竜 ryū, dragon, has a similar meaning. The French name comes from the words miniature and draco, which is most likely a corruption of dragon.
