This part of the Walkthrough shall help you through the Hoenn region in Emerald starting with Route 119
New Mauville
From Petalburg City, after the player has defeated Norman, he/she will have to move on to Mauville City. There, you will see Wattson outside his gym. When you go and talk to him, he will ask you to shut down the generator installed in New Mauville. The player will have to surf from Route 110 To reach New Mauville. After reaching and entering it, the player will have to find the generator. There will be quite a few items, but some item balls will contain Pokémon like Voltorb. Maybe even Magnemite or Magneton. After shutting the generator off, go out of New Mauville and back to Mauville City. Wattson will thank you and give you an item. Then off to Route 118. Surf from there and then when you reach land, go up and reach Route 119.
