Mareep's wool stores electricity, and it swells when there is a buildup of static electricity. Touching it while this happens induces a nasty shock. The bulb at the end of its tail glows the more electricity Mareep has.

Evolution
Trivia
Mareep and its evolutions may have been inspired by Philip K. Dick's famous science fiction novel Do Androids Dream of Electric Sheep?. A shiny Mareep's wool looks like cotton candy.
Origin
It appears to be simply based on a sheep, although it might borrow its electric aspect from the way wool builds up static charges.
Name origin
Mareep's name appears to be a combination of the word Mary — as in the girl who owned a little lamb in the nursery rhyme — and sheep; Mareep is also an anagram of the word ampere, a unit of electric current. The French meaning is corruption of Cotton Watt. It's also a fun play on words since Watt and ouat are pronounced exactly the same way. The German name seems to be based off of a combination of volt and lamb, which is a young sheep.
