In the anime
Tate and Liza first appeared in It's Still Rocket Roll to Me. Their father, Jin, owns the Mossdeep Space Center and often goes into space to search for space Pokémon. As a result, they often spend time at the Space Center, and even have battles in zero-gravity by using their Baltoy's Confusion technique to levitate them.
In the anime, Liza is depicted as being more experienced in battle, and it is implied in their debut episode that she always defeats Tate whenever the two have a battle. Liza loves to annoy Tate by teasingly reminding him of such things, but what angers Tate even more is Liza's habit of referring to him as her "little" brother even though they are twins. This is because Liza is actually the older twin. Nevertheless, Liza seems to care for Tate anyway.
When Ash Ketchum and his friends visited Mossdeep, Tate quickly befriended Max since they had quite a few things in common, including Max's issues with his own older sister, May. Said episode itself focuses primarily on Tate and Max, who spent nearly the entire time by themselves while having fun together. Likewise, Liza related with May, and took to showing her new friends around the facility.
Later, while Tate and Max were hanging out in the cockpit of the space shuttle, Team Rocket infiltrated the area with the intent of stealing the shuttle. Tate and Max were unaware of this until the trio reached the cockpit, whereupon Meowth tied the two boys up back-to-back with a rope. Fortunately, Ash's Corphish had been aboard the shuttle as well, and freed the duo, who promptly knocked the Rockets out. In the moments that followed, Tate and Max became the heroes of the day when they safely landed the shuttle. The Rockets then suffered the wrath of Liza and May, who attacked them with their Lunatone and Combusken, respectively, allowing Ash's Pikachu to send them flying.
In Solid as a Solrock, Tate and Liza finally faced of against Ash in a Double Battle, in which their Lunatone and Solrock, respectively, were up against Ash's Pikachu and Swellow. At first, they continuously argued with each other, which allowed their opponent to get hits in. However, after another attack by Team Rocket, the twins managed to work together. In the battle that followed, they showed an incredible ability to balance each other's Pokémon, becoming a seemingly unstoppable force that Ash had to resort to unorthodox tactics in order to defeat. Eventually, Pikachu and Swellow used Pikachu's Thunder attack as armor, and with this newfound power, they easily defeated Lunatone and Solrock, earning Ash the Mind Badge.
They reappeared in a flashback in AG120.

Liza's Lunatone is the Pokémon she uses in all Gym battles. When the twins battled each other in It's Still Rocket Roll to Me!, Lunatone won the battle for Liza. She later also used it against Team Rocket after they failed to steal a space shuttle from the Mossdeep Space Center.
In Solid as a Solrock!, it fought with Tate's Solrock against Ash's Pikachu and Swellow but lost.
It reappeared in a flashback in AG120.

Baltoy's only known move is Confusion.

In the Pokémon Adventures manga
Tate and Liza debut in the Ruby & Sapphire arc. They are the guardians of Mt. Pyre, having taken over the position from their grandparents. When Flannery calls the Gym Leaders together for a meeting about Team Magma and Team Aqua, Tate and Liza are forced to ignore the call so that they can head over to Mt. Pyre. There, they encounter Team Magma, who aims on stealing the Red and Blue Orbs so that they can be used to control Groudon and Kyogre. The attackers turn out to be illusions created by Blaise. By distracting Tate and Liza with his illusions, Blaise is able to easily sneak into the chamber holding the orbs and steal them.
Tate and Liza later appear on Mirage Island with Juan. They are tasked with training Ruby and Sapphire so that they would be ready to face Groudon and Kyogre. They train Ruby and Sapphire in various forms of Double Battle styles so that they may work together and defeat their opponents. Once the time had come for Ruby and Sapphire to head off, Tate and Liza award Sapphire the Mind Badge.
After both Team Magma and Team Aqua are defeated and Groudon and Kyogre have returned to their deep slumber, Tate and Liza celebrated the victory with their allies and thanked Sapphire and Ruby for their assistance in the battle.

Solrock is Tate's main Pokémon. It was first seen traveling with its Trainer on Mt. Pyre, where it used its abilities to sense intruders. Solrock was used in conjunction with Lunatone against the Team Magma Grunts that were aiming to steal the Red and Blue Orbs. Despite their best efforts, the Grunts were only illusions created by Blaise, who easily got past his opponents and stole the orbs.

Outfit
Tate and Liza are two young children, who have dark blue hair and eyes, a pair of white ribbons on their hair. Liza has two pigtails, which Tate does not, forming a distinction between these twins. In the Ruby, Sapphire and Emerald, Tate and Liza wear blue outfits with pink outlines, with a Poké Ball logo on their chests and on their biceps. They also wear blue shoes with pink outlines. In Pokémon Black an White 2's ??? and Sun and Moon games's "Hula Revenge Party", Tate and Liza wear blue kimonos with golden yellow outlines and a pink Psychic-type-typed fake eye on their navels. They both wear blue-and-grey clipped sandals. They also have teir feet painted dark pink but only in Black and White 2's ???. In Omega Ruby and Alpha Sapphire, Tate and Liza wear blue outfits, with dark blue outlines and a planet-like decoration on their pants. On their chests (which has a white outline), Tate wears two green star decorations, while Liza wears two pink ones. They both wear blue shoes.
Trivia
- Tate and Liza are the first, and only pair of Gym Leaders that are battled through a Double Battle.
- In Black 2 and White 2, instead of serving as a team, Tate and Liza are shown and battled separately.
- Consequently, they are the only leaders whose battle is not in stereoscopic 3D in Generation VI as only Single Battles support it.
- Chuang Yi's translations of Pokémon Adventures manga mistakenly refer to Tate as a girl.
- In Generation III games, they are the only Gym Leaders to carry more than two Hyper Potions in their first battle. This is likely due to them being a duo, with each of them holding two Hyper Potions.
- In Ruby, Sapphire, and Emerald, they are referred to as "Leader Tate&Liza" due to the way their Trainer class is programmed. This is fixed in the remakes, where they are called "Leaders Liza & Tate".
- In Emerald, Solrock is the only Pokémon from the original team to keep its moveset in the rematches.
- Tate is the only male Psychic-type Gym Leader.
