Steven Stone (Japanese: ツワブキダイゴ Daigo Tsuwabuki) is the Elite Champion in Pokémon Ruby and Sapphire, and a powerful wandering trainer in Emerald, having relegated his title to Wallace. He is a master of the Steel-type, with a Metagross being the keystone of his team.
Steven is the son of the president of the Devon Corporation, and he and his father both collect rare stones. Steven makes his home on Mossdeep, and when the Elite Four are beaten in Ruby, Sapphire, and Emerald, he will have left a Beldum and a note for the player.
In the anime
Steven has so far appeared in only one episode, A Hole Lotta Trouble!. He helped Ash and his friends and Team Rocket escape from an underground cavern. At the end of the episode, Ash vowed to train harder so one day he could be powerful enough to battle Steven.
His Japanese voice actor is 西 凛太郎 Rintarō Nishi and his English voice actor is Jimmy Zoppi.

His strategy in battle is to use Steel Pokémon to find the opponent's weakness.
Steven is the Champion in Ruby and Sapphire. In Emerald, Wallace replaces him in this role.
In Pokémon Emerald, Steven is a powerful wandering trainer who gave up competing seriously to spend more time looking for rare rocks and stones. He claims to be willing to climb waterfalls to find rare stones. With this hint, the player can find him in the upper area of Meteor Falls after championing the Elite Four.
Pokémon
This listing is of Steven's Pokémon in the video games in which he has appeared.
Pokémon Ruby and Sapphire
Pokémon Emerald
First battle (as partner; against Team Magma)
- Level 42 Metang: Metal Claw, Psychic
- Level 46 Skarmory: Toxic, Protect
- Level 44 Aggron: Protect, Thunder, Dragon Claw, Solarbeam
Second battle
NOTE: Steven is found in Meteor Falls in a corridor opened after beating the Elite Four. Battling him is not part of the storyline.
In the Pokémon Special manga
Steven met Ruby while looking through the Granite Cave. During a battle with wild Mawile, Ruby's Skitty bumped into one of Steven's Moon Stones, causing it to evolve.
Steven was well-aware of the danger Team Magma and Team Aqua presented, and extended an invitation to Ruby to join the fight against them. Steven invited him to help, but Ruby declined because he didn't like battling. The armlets on Steven's arms are devices he can chip away stone with, to grab and retrieve rocks he sees that are out of reach.
Later in the series, Steven confessed that he and his father, the owner of the Devon Corporation, knew about the schemes of Team Magma and Team Aqua quite long ago. Mr. Stone built the Submarine Explorer 1 so that Steven can seal the Seafloor Cavern and no one would be able to wake Kyogre and Groudon. The backup plan in case it fails would be to unseal Registeel, Regirock, and Regice.
Steven later assembles the rest of the Hoenn Elite Four in order to fight against Kyogre and Groudon. He also gives his position as the Champion to Wallace because he knows that he may die in the battle. With the help of Sapphire's Wailord and Relicanth, Steven and the Elite Four unsealed the Regis.
Knowing he would die in Kyogre and Groudon's battle, Steven stepped down from the position of Champion, and gave it back to Wallace, who was actually the true champion while Steven had only been a runner-up. After Kyogre and Groudon returned to their respective domains, Steven apparently died, but was later revived under mysterious circumstances when Ruby released his Celebi.
Steven uses his Metagross to fly around Hoenn. Its magnetism allows him to float atop it.
Pokémon
This listing is of Steven's Pokémon in the Pokémon Special manga.
In the TCG
In the TCG, Steven appears on the card Steven's Advice in the EX Hidden Legends and EX Power Keepers expansions.
Quotes
Pokémon Ruby and Sapphire
"Welcome, <name>. I was looking forward to seeing you here one day. You... What did you see on your journey with Pokémon? What did you feel, meeting so many other Trainers like you? What has awoken in you? I want you to hit me with it all! Now, bring it!"
"I, the Champion, fall in defeat... Kudos to you, <name>! You are a truly noble Pokémon Trainer!"
"Congratulations! The feelings you have for your Pokémon... And the Pokémon that responded to those feelings with all their might... They came together as one, and created an even greater power. And thus, you were able to grasp victory today! You are rightfully the Hoenn region's new..."
"<name>... No, the new Champion! Come with me. I'm sorry, but... From here on, only those Trainers who have become Champions may enter. You'll have to wait outside with the Professor."
"This room... This is where we keep records of Pokémon that prevailed through harsh battles. It is here that the League Champions are honored. Come on, let's record your name as a Trainer who triumphed over the Pokémon League, and the names of the partners who battled with you."
Pokémon Emerald
"Oh, wow, <name>. I'm amazed you knew where to find me. Do you, uh...maybe think of me as just a rock maniac? No, that can't be right. We battled alongside each other at the Sootopolis Space Center. You should have a very good idea about how good I am. Okay, <name>, if you're going to mount a serious challenge, expect the worst!"
"You... I had no idea you'd become so strong..."
"Come to think of it, ever since our paths first crossed in Granite Cave in Dewford, I had this feeling. I thought that you would eventually become the Champion. My predictions usually come true. And where will you go from here? ... ... ... ... ... ... ... ... ... ... ... ... Fufufu, even I could't tell you that."
Trivia
- In Pokémon Emerald, when the player character speaks to him in Meteor Falls before their battle, he makes an error. He talks of their encounter in the Sootopolis City Space Center. The Space Center is actually in Mossdeep City, and this dialog may result from the encounter the player has with him in Sootopolis in Ruby and Sapphire.
