You'll see the "Director" trapped in his office as soon as you leave the stairway. He approaches you, only to reveal himself as a Rocket Executive. Prepare for battle!
After his defeat, the Executive gives up the location of the real Director — the Underground Warehouse, behind the previously-locked door in the Goldenrod Tunnel. He also gives up the Basement Key as well. There's a Rocket Grunt guarding the alley in front of the Game Corner, so you'll have to enter the Underground from the north. Follow the hallway east to the locked door and head in.

After entering you'll be confronted by the rival once again.
Once he runs off, you can take out the three Rocket grunts nearby.

Now you're free to move on... sort of. Next, you have to activate the three switches on the north wall in the correct sequence in order to reach the elevator in the southeast area (and the nearby items).
First, flip Switch #3 and battle the Burglar. Then flip Switch #2 and Switch #1 to battle a second Burglar and reach a Full Heal. Go east, beat the Grunt, and walk through the doors into the Underground Warehouse.

In the next area, grab the Ultra Ball to the north to start. Defeat the Rocket to the south, and pick up the Max Ether in the southeast corner. Beat the Rocket in the northeast, and take the stairs up to the Dept Store's basement to find an Amulet Coin. Head back downstairs, and battle one more Rocket. Pick up the TM35 (Sleep Talk), and speak to the real Director. After informing him about the Radio Tower, he gives you the Card Key, which will allow you to get past the shutter on the third floor.

Head back to the northeast stairs, and take the elevator up out of the basement. Heal up your team, and get back to the Radio Tower!

On the third floor, and swipe the Card Key through the slot by the shutter. Battle the single Grunt, and take the stairs to the eastern area of the fourth floor.

5F (East)
Defeat the final two Executives here, and the Rockets will finally run off for good.
After the final battle, the top Executive formally disbands Team Rocket, just as Giovanni did three years before. The Rockets disappear in the blink of an eye, and the Director shows up to reward you with the Clear Bell. The Director gives a brief history lesson, saying that the current Radio Tower replaced an "old, creaky one", and that the bell was found during construction. He also mentions that he overheard the Rockets whispering something about the Tin Tower back in Ecruteak. On your way down through the tower, talk to Mary on 4F to get a Pink Bow, and the green-haired girl on 3F for TM11 (Sunny Day).
Detour to Ecruteak City to see what's going on at the tower.
Tin Tower
When you enter the tower's barrier station, the monk will inform you that a "momentous event" has occurred. He asks you to leave, but hearing the gentle chiming of the Clear Bell, allows you to pass through.
Now, you have to prove yourself to the Wise Trio. They tell you the legend of a Pokémon testing a worthy Trainer, and that the legend has come true. Suicune has arrived at the tower, and you have to beat the three sages to pass. Between the three battles, the sages offer more insight into the Ecruteak legends.

The third sage explains that they have been given the responsibility of protecting the legendary Pokémon, and that only one with the power and soul of truth may pass. Proceed to the eastern tower, and save the game before entering. When you step inside, the three legendary beasts are standing near the central pillar, watching as you approach.Raikou and Entei each leap over the fence with a roar before racing out of the tower. Suicune scales the fence and lands right in front of you, forcing you into battle.
After you catch Suicune, Eusine and the Wise Trio enter the tower. Eusine tells you that Suicune's mystic power is said to summon a rainbow-colored Pokémon. The sages speak of the Brass Tower's past — the three beasts perished in the blaze, and Ho-Oh descended from the sky to give them new life.
With Suicune's storyline resolved, the next stop on the way to the Pokémon League is Blackthorn City. Fly back to Mahogany and head east to Route 44.
Route 44
Route 44 is very straightforward. The local geography is such that you don't even have to venture through tall grass, since the only patch is surrounded by trees and water. Make sure you've got a Pokémon that knows Strength, and head east to Ice Path.

Ice Path
Ice Path is a medium-sized cave that connects Route 44 and Blackthorn City. Like its name implies, it is known for its icy puzzles and slick floors. It is worth noting that it is the only place that wild Swinub, Delibird, and Jynx are found.

As you enter, you'll notice that the floors are sporadically covered by a glaze of ice, making attempts to traverse the cave more difficult. Slide over the first stretch of ice, and continue on to the second. This one is trickier, you'll need to slide ↑, ←, ↑, ←, ↓, ←, ↑, ←, ↓, →, ↓, → to reach the clear ground in the center. Continue to the ice patch to the right, and slide →, ↑, ←, ↓, → to get the item, HM07 (Waterfall) Walk up onto the rocky platform, and east to reach the stairs.
B1F
On this floor, you need to push the four boulders down the four holes in the floor. Walk up north around the row of stones, then south to the two boulders. Push the bottom boulder →1, ↓2, ←5, ↓1, →1, and through the hole to the floor below While you're still here, head back to the other boulder, and push it ←2, ↑3, ↓1, ←1, ↓1. Walk around to the southeast, and head up along the east wall to the third boulder. Shove this one →1, ↓5, ←3, ↓1, ←3 to drop it through the eastern hole. Walk north and you'll find the fourth boulder; push it ↑2, ←1, ↑2, →2, ↑1, ←1. Climb down the northeast stairs.
B2F
Move to the bottom-left corner of the dry ground (↓2, ←1) and face left. Go ←, ↓, ←, ↑, → to reach the area in the center of the floor. Pick up the Full Heal, and head down the stairs.
B3F
Not much to see here. Either clear out the rock or climb over the icy rock ledge to pick up the NeverMeltIce, then climb the stairs to the east.
B2F
Walk northeast around the rock ledge, back and forth across the eastern ice patch, and head south from the steps to reach the stairs back to B1F.
In order to reach TM44 (Rest), you'll have to start in the corner of the ledge, jump it and slide south, then slide to the right.
B1F
Head east across the rock platform to the steps, and slide ↓. Move ←, ↓, ← to reach the southern section, and then ↓, ←, ↓, ← to reach the Iron. Then move →, ↓, ←, ↑, ←, ↑, ← to reach the dry ground in the center, and take the stairs to 1F.
1F
Grab the nearby Protein, then slide south along the western wall to reach a PP Up. Slide back up north, jump over the ledge, and slide across the ice one last time to reach the exit. Welcome to Blackthorn!
