This is a list of Pokémon in the order dictated by the Paldea regional Pokédex, meaning that the starter Pokémon from Paldea will appear first, followed by Pokémon native to the Paldea region. There are 400 numbered Pokémon in the Paldea Pokédex. For the first time, Pokédex numbers shown in the game are not zero-padded (no leading zeros).

Compatible Pokémon not in the Paldea Pokédex
The following Pokémon are not in the Paldea Pokédex, but can still be transferred to Pokémon Scarlet and Violet via Pokémon HOME, or obtained in-game through in-game events. Of these, Galarian Meowth, Johtonian Wooper, Quagsire, and Perrserker are available during normal gameplay as gifts or through in-game trades. Charizard and Cinderace have also been made available through Poké Portal News, and consequently their pre-evolutions are available through breeding.

Trivia
- There is an entry for Kantonian Tauros in the Paldean Pokédex despite it not being available in Pokémon Scarlet and Violet yet, and no similar entries being available for Johtonian Wooper or Galarian Meowth.
- Some images in the Paldean Pokédex reference Pokémon's biology or other Pokémon media:
- Some Pokémon are depicted as predators to others: Starly to Scatterbug, Rufflet to Spewpa, Persian to Starly, Meowth to Pikachu, Salandit to Combee, Barraskewda to Wingull, Mareanie to Pincurchin.
- The rivalry of Zangoose and Seviper, Toxapex and Bruxish, and Slowking and Oranguru are shown for these Pokémon.
- Stunky's image presents it being ready to emit repulsive gasses.
- Drifloon and Froslass's images show them potentially kidnapping a child or a man respectively.
- Dragonite in front of a lighthouse could be a reference to an episode of the Pokémon anime — Mystery at the Lighthouse.
- This is the first regional Pokédex to exclude Lickilicky and Mantyke after their debuts.
- The images for Koraidon and Miraidon have unique borders that are also different from each other. They are the only two Pokémon with this distinction.
- Although Tentacool and Wailmer are not present in Scarlet and Violet, they are referenced in the Pokédex entries for Toedscool and Cetoddle respectively.
- All Pokémon with a Hisuian regional form are available in-game as their non-Hisuian counterpart, and their Hisuian form and evolutions are compatible with Pokémon Scarlet and Violet.
- Enamorus, the only Pokémon first introduced in Hisui that is not a regional form or an evolution of a pre-existing Pokémon, is also compatible with Scarlet and Violet.
