Phione (Japanese: フィオネ Phione) is a Water Mythical Pokémon introduced in Generation IV.

It is a member of the Legendary Pokémon with Manaphy.
It is not known to evolve into or from any other Pokémon, but can be obtained by breeding Manaphy or another Phione with Ditto.

Phione's status as a legendary Pokémon is often disputed, with contradiction occurring even between official sources.
It is a member of the sea guardians with Manaphy.

Physiology
Phione is the result of breeding Manaphy with Ditto. As a result, it is very similar to Manaphy in body structure. It has a tiny body with a red gem on it. Phione has a single rudimentary foot spike and club-like arms. Phione's head is larger than the rest of its body, and extending from its eyes are two small purple circles. It has a flotation sac on its head with a single, ribbon-like antenna on it.
Phione is a blue Pokémon with a round head and a tiny body. Phione's head is crowned by a flotation sac with a long, ribbon-like antenna. Its mouth is small, and its eyes are large with blue sclerae and gray irises. Above its eyes are two blue, circular markings connected to the eyes by a thin black line. Its long, flipper-like arms have rounded tips. Phione has a red, oval gem on its chest and a single rudimentary foot spike.

Gender differences
Phione inflates the sac on its head to drift in the water and search for food. When the water grows warm, it will drift in packs with other members of its species. No matter how far it has drifted, it will always return to the place where it was born. Sometimes it will be seen with Manaphy, visiting the Hisui region on rare occasions. Against natural predators, it uses a defense mechanism that allows it to blend with ocean waters. Phione are known to hatch from eggs laid by Manaphy, although the relationship between the two species is still unknown.
Phione is a genderless species.

Special abilities
Phione and its counterpart Manaphy are the only known Pokémon capable of learning the move Take Heart.

left clear
Phione's abilities are similar to Manaphy's, but weaker. Phione is unable to use a number of attacks that Manaphy is able to learn, most notably: Tail Glow, Heart Swap, Hyper Beam, or Giga Impact. Phione are supposedly able to create a dew that cures all ailments. Phione also has the Ability to Acid Armor its body into water and change its body into a more liquid state similar to Vaporeon.

Behavior
Game data
Like Manaphy, Phione always return to the place where they were born.
NPC appearances
This Pokémon is very energetic and playful with its parental figure Manaphy.
* Mystery Dungeon: Explorers of Time and Explorers of Darkness: A group of six Phione appeared in Miracle Sea who were driven away by an enraged, treasure-seeking Gyarados and, once Gyarados was defeated, gave the team the Phione Dew needed to save Manaphy.

Habitat
Phione live in warm seas, especially around the Sinnoh region.

* Breeding either Manaphy or Phione can produce a Phione Egg, but Phione can neither evolve into Manaphy nor produce Eggs that can hatch into Manaphy.
* Phione can be bred not only from Manaphy, but also from a Phione. However, Phione are unable to produce Eggs that will hatch into Manaphy.
* Phione, Nidoran♂, Nidoran♀, Illumise, and Volbeat are the only Pokémon that can be obtained by breeding a Pokémon they cannot evolve into.
**With that, Phione and Manaphy are the only that can be bred without the use of cheating devices.
* Phione has exactly the same base stats as Glalie.
* Phione, Nidoran♂, Nidoran♀, Nincada, and Volbeat are the only Pokémon that can be obtained by breeding a Pokémon they cannot evolve into (as Shedinja is technically a shed shell).
* Phione shares the exact same base stats with Glalie.
* Phione is not found in any regional Pokédex.

Legendary status
Mythical status
Phione's status as a legendary Pokémon is controversial, due to the fact that it can breed and multiple individuals can be obtained. Pokémon.com's mailbag was once asked if Phione was legendary, to which the answer was initially no, but was quickly changed to yes; the whole mailbag section has since been taken down with the restructure of Pokémon.com. In the official game guide to HeartGold and SoulSilver, which is made by The Pokémon Company International, it is stated that Phione is not legendary. In Pokémon Ranger: Guardian Signs, it is not referred to by the game as "rare" or "legendary", which is the case for all other legendary Pokémon in the game. In Pokémon Mystery Dungeon: Explorers of Time and Explorers of Darkness, Phione has a 100% recruit rate, is never battled, and the player is not allowed to recruit more than one to their team, all of which are traits shared by legendary Pokémon. Phione is banned from the Battle Frontier in Generation IV, as well as the Battle Subway (and later, in Black 2 and White 2, the Pokémon World Tournament) in Generation V, a rule which typically applies only to legendary Pokémon. Notably, and unlike Manaphy, Phione is not found in any regional Pokédex, a trait that is exclusive to Generation IV legendary Pokémon. In Pokémon Rumble Blast, Phione can only be unlocked once a certain amount of customers have shopped at the Toy Shop, a trait exclusive to legendary Pokémon. It was also featured in the Pokémon Power Bracket, while all other Pokémon in it were legendary Pokémon.
Phione's status as a Mythical Pokémon (which were instead called Legendary Pokémon in the West prior to Generation V) has historically been contradicted by some official sources.
* Pokémon HeartGold and SoulSilver: Prima's Official Strategy Guide states that Phione is not Legendary (a term used at the time to describe both Legendary and Mythical Pokémon) as it can be obtained through hatching Eggs.
* In Ranger: Guardian Signs, it is not classified as a Mythical Pokémon (localized as "Rare Pokémon" in English, as "Mythical Pokémon" did not exist as a distinct term in English at the time).
* The Pokémon Daisuki Club's Mystery File feature website omits Phione from its list of Mythical Pokémon.
* In the Pokémon Kids: Winter Fest badge collection, all other Legendary and Mythical Pokémon have special badge borders and are obtained exclusively through either opening Master pouches or clearing timed challenges. Phione has no special border and is obtained through standard bags, in the same way all non-Legendary/Mythical Pokémon are obtained.
* In the Bank Pokédex, all other Mythical Pokémon and Special Legendary Pokémon have a shiny background, but Phione does not.
* In Mystery Dungeon: Explorers of Time and Darkness, Phione has a full set of four exclusive items (plus a fifth item that otherwise only appears for baby Pokémon) that can be found normally. Other Legendary and Mythical Pokémon only have one each and are found behind locked chambers in specific dungeons.
* TOMY's 20th Anniversary plush set includes all Mythical Pokémon from Generation I to Generation V, except Phione.
* In HOME, it is not possible to trade Mythical Pokémon via the Wonder Box, Global Trade System, or Room Trade. Despite this, when HOME first launched, it was originally possible to trade Phione despite this restriction. This was fixed in a later update.

Manaphy's trait of only being able to produce Phione as offspring may be inspired by eusociality, a biological phenomenon which usually manifests in a colony of animals having a sole breeding female, or queen, tended to by her usually infertile offspring, or an example of a highly rare and unique mutation such as albinism or polydactyly. Pokédex entries, however, suggests that Manaphy are born in cold waters and are easily affected by their environment, while Phione live in warm waters and come back to their place of birth.

Phione (Japanese: フィオネ Phione) is a Water-type Mythical Pokémon introduced in Generation IV.

It is not known to evolve into or from any other Pokémon, but can be obtained by breeding Manaphy or another Phione with Ditto.

It is a member of the sea guardians with Manaphy.

Biology

A Phione blending in with the water

Phione is a blue Pokémon with a round head and a tiny body. Phione's head is crowned by a flotation sac with a long, ribbon-like antenna. Its mouth is small, and its eyes are large with blue sclerae and gray irises. Above its eyes are two blue, circular markings connected to the eyes by a thin black line. Its long, flipper-like arms have rounded tips. Phione has a red, oval gem on its chest and a single rudimentary foot spike.

Phione and its counterpart Manaphy are the only known Pokémon capable of learning the move Take Heart.

DP113 Phione Dawn's Pokédex Phione, the Sea Drifter Pokémon. Phione lives in warm oceans. It inflates the flotation sac on its head, allowing it to float on the waves and look for food.

In the manga

Pokémon Adventures

Phione debuted in Alternate Dimension Showdown XI, where it was revealed to have hatched from an Egg created by Manaphy. Afterwards, it was trained by Diamond and Pearl. It was shown to be able to use Heart Swap, a move Phione is unable to perform in-game.

Trivia

 • Phione is the only Pokémon that is obtainable by breeding a Mythical Pokémon.
 • Breeding either Manaphy or Phione can produce a Phione Egg, but Phione can neither evolve into Manaphy nor produce Eggs that can hatch into Manaphy.
 • Phione, Nidoran♂, Nidoran♀, Illumise, and Volbeat are the only Pokémon that can be obtained by breeding a Pokémon they cannot evolve into.
 • Phione has exactly the same base stats as Glalie.

Mythical status

Phione's status as a Mythical Pokémon (which were instead called Legendary Pokémon in the West prior to Generation V) has historically been contradicted by some official sources.

 • Pokémon HeartGold and SoulSilver: Prima's Official Strategy Guide states that Phione is not Legendary (a term used at the time to describe both Legendary and Mythical Pokémon) as it can be obtained through hatching Eggs.
 • In Pokémon Ranger: Guardian Signs, it is not classified as a Mythical Pokémon (localized as "Rare Pokémon" in English, as "Mythical Pokémon" did not exist as a distinct term in English at the time).
 • The Pokémon Daisuki Club's Mystery File feature website omits Phione from its list of Mythical Pokémon.
 • In the Pokémon Kids: Winter Fest badge collection, all other Legendary and Mythical Pokémon have special badge borders and are obtained exclusively through either opening Master pouches or clearing timed challenges. Phione has no special border and is obtained through standard bags, in the same way all non-Legendary/Mythical Pokémon are obtained.
 • In the Pokémon Bank Pokédex, all other Mythical Pokémon and Special Legendary Pokémon have a shiny background, but Phione does not.
 • In Pokémon Mystery Dungeon: Explorers of Time and Darkness, Phione has a full set of four exclusive items (plus a fifth item that otherwise only appears for baby Pokémon) that can be found normally. Other Legendary and Mythical Pokémon only have one each and are found behind locked chambers in specific dungeons.
 • TOMY's 20th Anniversary plush set includes all Mythical Pokémon from Generation I to Generation V, except Phione.
 • In Pokémon HOME, it is not possible to trade Mythical Pokémon via the Wonder Box, Global Trade System, or Room Trade. Despite this, when HOME first launched, it was originally possible to trade Phione despite this restriction. This was fixed in a later update.

Origin

Bulbanews
Bulbanews has an article related to this subject:

Phione is likely based on sea angels, specifically Clione. Clione are remarkably popular in Japanese documentaries, especially in Hokkaido, on which Sinnoh is based. This may also have inspired their appearance in Chocovine Town.

Name origin

Phione may be a combination of Manaphy and Clione (a genus of floating sea slugs).
