The Indigo Plateau serves as the capital for the Pokémon League in the Kanto region. This is where the Trainers who have defeated all eight Gym Leaders battle against the Elite Four and the Champion. The entrance hall houses a Pokémon Center and a Poké Mart, allowing challengers to prepare themselves and their Pokémon for the gauntlet ahead. The Elite Four is a group of talented Pokémon Trainers second only to the Champion in terms of power, and must be fought in succession with no break. These five battles will not be easy, but challengers who bring their strongest Pokémon and a healthy supply of Potions and Revives may finally find themselves in the Hall of Fame.

Elite Four
Battle 1
The front room doubles as a Poké Center and Poké Mart, allowing Trainers to prepare themselves and their Pokémon before challenging the Elite Four.  The Elite Four is a group of talented Pokémon Trainers second only to the Pokémon League Champion in terms of power.  The title of Champion designates a person as the strongest Trainer in the region, having defeated the Elite Four and the previous Champion to claim it.  The next five battles will not be easy, but with a strong team and a large supply of Potions, Potions, and Revives, strong-willed Trainers should be able to reach the Hall of Fame.
The first member of the Elite Four is Lorelei, a master Ice Trainer. Ice-type Pokémon are weak to Fire-, Rock-, and Fighting moves, while Ice-type moves are super effective against Grass-, Flying-, Ground-, and Dragon Pokémon. Her Jynx is notably her only Pokémon that is not Water type. Due to her Pokémon's dual typings, Electric moves are the most useful against Lorelei's frigid forces.
<br><br>
Take the hallway past the Poké Mart counter, and step into the first room. Lorelei's Ice army awaits!

The first member of the Elite Four is Lorelei, a master Ice Trainer.  Four of her five Pokémon are -type elementals, so be wary of type-matchups.  Grasss may seem like a good idea, but they'll only be useful against her Slowbro.  Trainers are better off throwing a few thunderbolts to clear through her team.  Her Jynx is an -type, so try hitting it with a Fire Blast or Flamethrower to finish it off.  Zapdos and Moltres are great candidates; Zapdos learns Thunder at level 51, and Moltres can learn Fire Blast through TM38.  Only bring them if they are higher-leveled, though, since their secondary Flying is vulnerable to ice attacks.

Defeating Lorelei opens the door to the second room. Bruno's team of Fighting awaits!
The second member of the Elite Four is Bruno, a master Fighting Trainer. Fighting-type Pokémon are weak to Flying- and Psychic moves, while Fighting-type moves are super effective against Normal-, Rock-, and Ice Pokémon. A pair of Onix round out his team, so Grass and Water moves are also helpful. Slowbro and Starmie may be especially useful here, as their typing helps to counter each opposing Pokémon.

The third member of the Elite Four is Agatha, a master Ghost Trainer. The only type that can effectively combat her Ghosts is the Ghost, but psychic attacks can exploit the secondary Poison present throughout her team.  Ground moves like Earthquake can deal some heavy damage, but are totally ineffective against her Golbat.  Take out her two Gengar as soon as possible, or their Confuse Ray attacks will get annoying really quick.

Ghost-type Pokémon are only vulnerable to Ghost-type moves, while Ghost-type moves are super effective against Ghost-type Pokémon. Normal- and Fighting moves will have no effect. Take out her two Gengar as soon as possible, or risk the effects of Sleep and Poison. The fourth and final member of the Elite Four is Lance, a master Dragon Trainer, and leader of the Elite Four. The Dragon-type is probably the strongest type in the game, since it resists Electric-, Grass-, Fire-, and Water-type moves, and is only weak to Dragon- and Ice-type attacks. A formidable opposing team, though only three of the five are actually part of the Dragon-type.  Take out his two Dragonair and Dragonite with a few Ice Beams, and the bulk of his team is finished. Due to their secondary Flying, his Gyarados and Aerodactyl are also vulnerable to Ice moves, though there are more options to defeat them. Gyarados will take quadruple damage from Electric, so one good Thunderbolt should ground it. Aerodactyl is part-Rock, so a Surf battlefield is one of its worst nightmares.  Articuno and Zapdos are the best choices to use against Lance's dragons.

The Elite Four is defeated.  After defeating Lance, the door to this unknown Champion's room is unlocked. Don't enter just yet, though - as soon as they leave Lance's room, Trainers will be lured into battle almost immediately, so use any potions or Revives now. There is only one person left to defeat to claim the title of Champion! Step through the door to find a familiar face...
With the Elite Four defeated, the door to the Champion's room is unlocked. Take a moment to prepare your Pokémon now, as you will be drawn into battle immediately upon entering the next room. Only one person stands between you and the title of Champion!

Champion
Blue defeated the Elite Four before you even set foot in Victory Road, and now the title of Indigo League Champion rests with him. It is here where all victorious Trainers and their dedicated Pokémon will be recorded, as a testament to their power and perseverance. Once the professor enters your team's information, the game saves and the credits begin to roll...

Blue defeated the Elite Four before most Trainers even set foot in Victory Road, and now he is the elite Trainer with the title of Indigo League Pokémon Champion.  The first half of his team will always be Pidgeot, Alakazam, and Rhydon, so plan accordingly.  His second half is what changes, depending on which starter Pokémon he took.  Zapdos is a terror to his Pidgeot and Gyarados (or Blastoise), and a searing Thunderbolt will send them reeling.  A strong Water can Surf his Rhydon and Arcanine (or Charizard).  Dispatch Articuno to fight his Exeggutor and/or Venusaur, since Ice and Flying moves are the stuff of a Grass's nightmares.  The only real potential struggle is when facing his Alakazam - it typically has low defenses, so pound away with a strong physical move, like Earthquake.  Once it neglects to recover its health, hit it fast & hard.
But the adventure is not over just yet. Once you find yourself back in Pallet Town, use Fly to return to Cerulean City.

Congratulations, you've charged through the Elite Four, and stolen the title of Indigo League Champion away from your rival!  After the battle, Oak appears and leads Trainers past the Champion's room, and into the Hall of Fame room.  It is here that a Trainer's victorious team will be recorded, as a testament to their power and perseverance.  After Oak enters your team's information, the game saves, and the credits roll... but Trainers aren't done yet.  When you find yourself back in Pallet Town, Fly to Cerulean.

This is the Bulbapedia walkthrough for Pokémon Red and Blue.
These pages follow the original Game Boy iteration, not Pokémon FireRed and LeafGreen. The guide for those games can be found here.

Indigo Plateau

Indigo Plateau

Poké Mart

Elite Four

Battle 1

Lorelei's room

The first member of the Elite Four is Lorelei, a master Ice-type Trainer. Ice-type Pokémon are weak to Fire-, Rock-, and Fighting-type moves, while Ice-type moves are super effective against Grass-, Flying-, Ground-, and Dragon-type Pokémon. Her Jynx is notably her only Pokémon that is not Water type. Due to her Pokémon's dual typings, Electric moves are the most useful against Lorelei's frigid forces.

Defeating Lorelei opens the door to the second room.

Battle 2

Bruno's room

The second member of the Elite Four is Bruno, a master Fighting-type Trainer. Fighting-type Pokémon are weak to Flying- and Psychic-type moves, while Fighting-type moves are super effective against Normal-, Rock-, and Ice-type Pokémon. A pair of Onix round out his team, so Grass and Water moves are also helpful. Slowbro and Starmie may be especially useful here, as their Water/Psychic typing helps to counter each opposing Pokémon.

Defeating Bruno opens the door to the third room.

Battle 3

Agatha's room

The third member of the Elite Four is Agatha, a master Ghost-type Trainer. Ghost-type Pokémon are only vulnerable to Ghost-type moves, while Ghost-type moves are super effective against Ghost-type Pokémon. Normal- and Fighting-type moves will have no effect. Take out her two Gengar as soon as possible, or risk the effects of Sleep and Poisoning. As all of her Pokémon are also part Poison, Ground- and Psychic-type attacks are the best ways to calm Agatha's spirits.

Defeating Agatha unlocks the door to the fourth room.

Battle 4

Lance's room

The fourth and final member of the Elite Four is Lance, a master Dragon-type Trainer and leader of the Elite Four. Dragon-type Pokémon are vulnerable only to Dragon- and Ice-type moves, and resists Grass-, Fire-, Water-, and Electric-type attacks. All of Lance's Pokémon have a draconic appearance, but only three are Dragon type. Use Ice Beam to tear through his two Dragonair and his Dragonite. Due to its secondary Flying type, his Aerodactyl also takes serious damage from Ice moves, but Water moves are also effective. His Gyarados takes massive damage from Electric moves, so use Thunderbolt to take it down. With their Ice and Electric attacks, Articuno and Zapdos are some of the best choices to help slay Lance's dragons.

With the Elite Four defeated, the door to the Champion's room is unlocked. Take a moment to prepare your Pokémon now, as you will be drawn into battle immediately upon entering the next room. Only one person stands between you and the title of Champion!

Champion

Champion's room

Blue defeated the Elite Four before you even set foot in Victory Road, and now the title of Indigo League Champion rests with him. The first half of his team will always consist of Pidgeot, Alakazam, and Rhydon. The second half changes depending on his first partner Pokémon. Electric-type attacks terrorize his Pidgeot and Gyarados (or Blastoise), so a crackling Thunderbolt will send them reeling. A strong Water Pokémon can wash away his Rhydon and Arcanine (or Charizard) with Surf. His Exeggutor (or Venusaur) cannot survive long in extreme heat or cold, so hitting it with Flamethrower or Ice Beam will do the trick. The most annoying opponent may be his Alakazam due to its Recover move; its Defense is fairly low, so hit it with a physical move to put an end to its games.
