However, they each block part of the path that leads to Blaine, and will not move out of your way until they've been defeated in battle. Route 21
Route 21 is a straight stretch of water, dotted with sandbanks. You can track down some oddities like Tangela and Mr. Mime in the tall grass before swimming off to the south. There are 12 Trainers between Pallet Town and Cinnabar Island, so take the opportunity to bulk your Pokémon up.

Cinnabar Island
A major volcanic eruption devastated Cinnabar Island a year ago, and only the Poké Center was left standing. Due to this catastrophe, Cinnabar's usual attractions, including the Pokémon Mansion and Cinnabar Gym, were swept into the sea. However, you will find that elusive Viridian Gym Leader on the island, contemplating the power of nature. Talking to him now won't get you anywhere — as you've only won 6 of the 8 badges of Kanto so far, he doesn't consider you a worthy opponent yet. There is still one Gym left to defeat before you can challenge the Viridian Gym — after the eruption, Blaine and his Gym Trainers relocated to a cave in the Seafoam Islands.

Route 20 (west)
Route 20 stretches out to the east, where the water laps against the Seafoam Islands. Fight a few Trainers to earn some easy money and experience, then step inside the eastern of the twin islands.

Seafoam Islands
Two choices: a ladder leads upstairs, an icy staircase leads downstairs. Check the lone rock at the room's north end for an Escape Rope, then climb the ladder to reach the relocated Cinnabar Gym.
Seafoam Gym
Blaine and his Gym Trainers, despite being surrounded by water and ice not far away, all still specialize in the Template:Type2. The loss of the Gym means that Blaine also lost his quiz machines, but there's a new trick at work here. His six Gym Trainers will not approach you, even if you step in their line of sight. However, they each block part of the path that leads to Blaine, and will not move out of your way until they've been defeated in battle. The central area where the Gym Leader is waiting can only be reached from the western side, because Super Nerd Merle is the only one of the three near the Gym Leader that doesn't block your path upon defeat. Blaine has only three Pokémon with him, but with levels in the mid-50s, they are no pushovers. The most effective moves are of the Water- and Template:Type2s, so attack with moves like Surf, Waterfall, and Earthquake. Watch out for his Magmar — if you sent a Water-type into battle, its ThunderPunch could make you think twice. Each is holding a White Herb, so all three can avoid stat reduction for a single turn, making Overheat that much more painful.
After you douse his fire, Blaine awards you the Volcano Badge, which give a slight boost to your team members' Special Attack and Special Defense. He also gives you TM50 (Overheat) as a prize.
Now that you've won your seventh badge, climb down the ladder and venture into the icy caves underneath the islands.
The Seafoam Island Caves
Unlike the original games, the Seafoam Islands are still intact. Bring a healthy supply of Ultra Balls with you, as another legendary is roosting on the bottom floor.

B3FSlide back across the ice, and climb the eastern ladder to reach B2F again. B2FSlide west across the ice, then turn south, jump the ledge, and climb the ladder back to B1F. B1FWalk west, and climb down the first ladder you see. B2FPick up the Water Stone, jump the ledge, and climb the eastern ladder. B1FHead north onto the rock ledge and climb down the ladder. B2FLoop around to the east across the ice, and climb down the eastern ladder. B3FHead to the southwest, where you'll see three icy blocks sitting on a patch of ice. You need to slide up or down across the ice, so that you move two of the blocks to the edge of the ice patch. The third needs to be pushed from the right-hand side, and will slide off to the left, creating a stopping point that will allow you to continue west. Not far away is another patch of ice; bump the northeast block from the south, push the northwest block from the west, and then slide clockwise from the southern edge of the ice to reach the Big Pearl. Climb down the ladder in the southwest. B4FThis area of the floor is fairly straightforward; surf across the water in a large S-shape, and climb the ladder in the center of the floor. B3FTake the next ladder up to the second floor. B2FHead south and cross the bridge to reach the next ladder. B3FClimb down the next ladder to reach the bottom floor. B4FStep down into the water and surf to the west. The next area of dry land that you can climb onto is the roost of Articuno, one of Kanto's three legendary birds. Save the game before you approach it; however, if you end up defeating it, defeat the Elite Four and Champion again and it will reappear. Once you catch it, check the spot where it was roosting to find a hidden Zinc. Surf to the west, and climb the ladder. B3FWalk south and check the nearby icicle for a Rare Candy. Continue south, and turn east past the ladder to grab a Revive. Climb up the southern ladder. B2FClimb up the next ladder to the first floor. B1FHead north, shove the boulder to the side, and take the stairway to the west to reach the islands' western exit. |
Route 20 (east)
After exploring the icy depths, you re-emerge on Route 20. Surf your way to the east to fight another handful of Swimmers, and you'll soon reach the waters of Route 19.

Route 19
From Route 20, surf north across the waves of Route 19 to reach dry land. As you step onto the Fuchsia beach, you'll see that the workers have finally cleared the road of the boulders that were flung here from Cinnabar's eruption.

Fly back to Cinnabar Island and talk to Blue. Now that you've won the seven other badges of Kanto, he finally considers you worthy to enter the Viridian Gym. Once he leaves, fly back to Viridian City.
