Lilycove City (Japanese: ミナモシティ Minamo City) is located in eastern Hoenn and is one of the many city that is connected to the sea. Lilycove is located southeast of Fortree, near the sea. The western entrance of the city is Route 121, leading to Mt. Pyre and the Safari Zone. To the east is Route 124, the open sea, and either Team Aqua or Team Magma's base.

Pokémon Contest Hall

One of the major features in Lilycove is the grand Contest Hall, which, in Pokémon Ruby and Sapphire holds the Master rank Pokémon Contests, while in Pokémon Emerald, all of the Pokémon Contests take place here. It is located in the southern half of the city, south of the Pokémon Center and west of the Cove Lily Motel. These contests attract many prize-winning Trainers and Pokémon from around the country to watch and participate in the events. A lot of citizens are honored to have the hall located right at their doorstep. Inside, there are two reception counters and four Berry Blenders for making Pokéblocks. There are also photo frames for winning Pokémon, that are painted by a skilled artist. People are also allowed to watch Pokémon Contests as they take place by going their one of two audience entrances.
People can also enter Contests here, however some credentials and ribbons may be needed to enter some contests. A Coordinator enters Pokémon in one of five categories: Coolness, Beauty, Cuteness, Smartness, or Toughness and compete against three other Coordinators in two rounds. First, the audience preliminarily votes on which four competing Pokémon looks the coolest, most beautiful, cutest, smartest, or toughest, depending on what category the Contest is in. Attributes that the audience likes and the Pokémon's overall luster also beneficially influences the audience. In the secondary phase, the four Pokémon take turns appealing, using certain moves in front of an appointed judge. In one contest, there are five rounds of Appealing, in which each Pokémon may make appeals once or not at all, depending on the moves it and the other Pokémon have used in the previous round.
The player must win Pokémon Contests in order, starting with Normal Rank in Verdanturf Town, then the Super Rank in Fallarbor Town, then the Hyper Rank in Slateport City, and then finally the Master Rank in Lilycove City. The player must enter one of their Pokémon one of the five Contest categories, and win all of the Contests in that category and receive the corresponding Ribbon. In Pokémon Ruby, Sapphire, and Emerald, if the player scores high enough while at the same time winning a Master Rank Pokémon Contest, an artist will come and talk to him or her, saying that he has painted the Pokémon that won. After winning the Master Rank, the painter located in the Contest Hall will then paint the player's Pokémon, and put it on display in the museum. As more paintings are put up, more people come into the museum, eventually prompting the curator to give the aforesaid item.
Cove Lily Motel

The Cove Lily Motel is a local motel in Lilycove. It is located east of the Contest Hall. Due to the fact that Team Magma and Team Aqua were situated in Lilycove City, the city has become an unpopular tourist destination for a time, so the Cove Lily Motel has become empty. However, once the villainous teams were scared away by the player, the Game Freak staff decided to stay there after the player beats the Elite Four.
The motel has a very simple layout. The lower level only contains a man watching a TV set. If the player attempts to check the TV, he or she will be shoved away by the man for blocking his view. The upper level contains the Game Freak staff, as it is where they are staying while in Hoenn. Players will find the Graphic Artist, the Programmer, and the Game Designer. The Game Designer will give the player the Poké Diploma after completing the Hoenn Pokédex.
Lilycove Museum

Northern Lilycove is home to the Lilycove Museum, where fine art and paintings are on display. The museum is located west of the Lilycove Department Store and the western-most attraction in town. An art dealer is often seen walking around the entrance. The first floor, or the ground floor as it is known, is the main exhibition floor of the museum; there are many statues here, including a few that are replicas of real statues, as well as a few paintings. Many people wander around this floor for inspiration or to just marvel at the fantastic pieces of artwork. It is this hall that features the classical artwork of Pokémon, and the symbolization of Pokémon, while most artwork originated during the ancient times.
The curator will introduce the second floor to the player as the "special exhibit hall", and give out their future plans for the design. The second floor, as the curator explains, was made for modern and vibrant artworks that feature Pokémon springing forth into glorious life, a great change from the first floor which displays classical paintings. There seems to be nothing at first; however, the paintings that the artist does of the player's Pokémon will hang here, and if all five (one for each contest category) are done, the curator of the museum will give the player a Glass Ornament for his or her secret base. If the player scores high enough while at the same time winning a Master Rank Pokémon Contest, an artist will come and talk to him or her, saying that he has painted the Pokémon that won. After winning the Master Rank, the painter located in the Contest Hall will then paint the player's Pokémon, and put it on display in the museum. As more paintings are put up, more people come into the museum, eventually prompting the curator to give the aforesaid item.
Lilycove Department Store

Adjacent to the museum and one of the main attractions of the city is the Lilycove Department Store, the largest store in Hoenn. The receptionist on the left welcomes visitors, and the one on the right gives out lottery tickets, with the winning number changing daily. Prizes are awarded for winning numbers, which must match any of the player's Pokémon Trainer's ID numbers from the last digit to the first one. The second floor, is where items to fulfill Trainers' basic needs are available, such as Poké Balls, potions, mail, and other items. The third floor sells items that raise the stats of Pokémon, while the fourth floor sells four offensive and four defensive TMs, and the fifth floor sells furniture for Secret Bases. The rooftop has a couple of vending machines and hosts a random rooftop sale, which is advertised beforehand.
Lilycove City Harbor
The wharf is a large seaside building located on the southernmost extent of the city's headland, southwest of the Pokémon Contest Hall. From here, players may catch the S.S. Tidal and travel to Slateport City and either the Battle Tower if in Ruby and Sapphire or the Battle Frontier in Emerald, but, by having a range of tickets, other locations can also be reached. The tickets required are game-dependent, and only one can be obtained in-game: the S.S. Ticket, which leads to a special area after the Elite Four has been defeated. The rest must be obtained in a Nintendo event, but all give access to an island where a legendary Pokémon awaits capture.
Pokémon Trainer Fan Club
Fans at the Pokémon Trainer Fan Club discuss popular Pokémon Trainers and Gym Leaders. Once the player has defeated the Pokémon League, several members of the fan club announce themselves as fans of the player. In addition to this, and before the completion of the Pokémon League, there will be other members who are fans of some non-player characters including Gym Leaders such as Norman, Elite Four members such as Glacia, and the Champion Steven, and also the most recent person to have mixed records with the player's game cartridge.
Move Deleter's House

The Move Deleter is located on the northern side of the city, just east of the Lilycove Department Store. He is the only Move Deleter in the Hoenn. Although not a hugely important place to visit, the Move Deleter is helpful for deleting moves that can't be deleted otherwise. He is a very forgetful man, and lives alone. For no charge, the Move Deleter will make a Pokémon forget a move it knows. This is the only way for a Pokémon to forget HM moves such as Cut or Fly. In order to delete an HM move, one must first have another Pokémon with that same move in order for it to be deleted. This is done so that a player will not get stuck in an area where an HM move is required to continue. In addition, a Pokémon's move will not be forgotten if it is the only move it knows.
Demographics
The population of Lilycove City is 71, making it by far the largest city in Hoenn, and the second biggest in the Pokémon world. This number is only 6 behind Johto's Goldenrod City, which is the biggest in the franchise. However, with such features as the Museum, the Department store and the Pokémon Contests, many of the people in the town may not actually be residents.

In the anime
Ash and company reach Lilycove City in Pokéblock, Stock, and Berry. They'd originally intended to make a stop here because it's on the route to the gym in Mossdeep City. Since there's a nice view of the sea, they decide to walk. They arrive at a berry stand that appears to have every known berry for sale. They make friends with Kelly, a Pokémon Coordinator, who resides in Lilycove City. They follow Kelly, they find themselves at what seems to be a big Pokéblock shop. Kelly says that this is actually her house, and her mother runs a Pokéblock shop there as well. As they go in, they find themselves face to face with shelves stacked with Pokéblocks. Ever since battling Winona back at Fortree Gym, Ash had been meaning to find an opportunity to train with his Swellow and teach it the move Aerial Ace. While May is making Pokéblocks and training, now would be a perfect opportunity for him to do that. Meanwhile, May watches as a couple of Pokémon Trainers drop their berries in the Berry Blender, push a button, and wait for a few seconds. Kelly’s Mom explains how Pokéblocks are made by blending Berries, and the type of Pokéblock is based on the type of berries blended. Brock decides to stay and watch the Pokéblocks being made while Max decides to go check on Ash.
May, as well as Kelly and Team Rocket, decide to enter a Contest while she is here. In the showcase rounds, May is the first up. As she lets Combusken out to the stage, Vivian introduces it, as she starts off with a Fire Spin. The crowd goes wild, and the judges give May scores of 8.5, 8.0, and 7.1, for a cumulative score of 23.6. The judges award Grumpig a cumulative 27.7 score. Next in the contest are Jessie and Chimecho. The two basically hypnotize the audience with Heal Bell, and the judges award Jessie and Chimecho a perfect score of 30. After a random shuffling of contestants, May and Jessie are facing each other in the semifinals, with Combusken versus Chimecho. Chimecho puts up a good fight, but May wins in the end. It comes down to May versus Kelly in the finals. The two battle head, but May wins in the end. Ash and company leave Lilycove City and make their way to Mossdeep City.

In the Pokémon Adventures manga, the headquarters for Hoenn TV is located here, which is the station Gabby & Ty work for, and that Archie secretly controls.

- A rearranged version of the background music of Lilycove City can be found in Pokémon Platinum. It is played on the Audio System that can be obtained at the Villa.
- Lilycove city is the second-highest populated city in the games so far, behind Goldenrod City.
