Once Team Aqua is out of the way, you can go to Mauville City using the low road beneath Seaside Cycling Road. Your rival is waiting for you there. His/her Pokémon are now levels 18-20 and their types are more balanced out. You can also catch Electrike here, a strong Electric-type Pokémon.
Once you defeat him/her, you can go to Mauville City, where the third Gym Leader is waiting.
Route 103
Back to Route 103! You can't go back to Littleroot Town, but there are a lot of Trainers here. It's a good idea to battle them all— it's excellent training for your upcoming Gym battle.

Once you enter Mauville City, go to the bicycle shop. After the owner hears that you walked all the way from Littleroot Town, he will give you a free bike! You can choose the Acro Bike, which is good for doing tricks like wheelies; or the Mach Bike, which goes really fast. After you get your bike, you can always come back here and switch bikes.
Go to the Pokémon Gym, where Wally is standing outside with his uncle. Wally wants to challenge the Gym Leader, but his uncle refuses to let him until his breathing problem is better. He will challenge you with his Ralts to prove his abilities. It is an average Pokémon at this point in the game, although it does know Double Team, which ups evasiveness, so watch out for that. In addition, you should know that Ralts's Teleport has no effect in this battle.

After you defeat him, he will register himself in your PokéNav, and he and his uncle will go to Verdanturf Town. Now you can go to the Gym and battle its Leader, Wattson.
Mauville Gym
The Gym has a series of electric barriers and lightning bolt-shaped switches keeping you from the Gym Leader, who uses Electric-type Pokémon. You will need to battle a few Trainers to get to him. Be prepared before you battle Wattson as his highest-leveled Pokémon is Level 24, and the rest of his Pokémon are above Level 20 as well. If you have a strong Ground-type Pokémon with you, you will have an easy victory. Don't use Water- or Flying-type Pokémon here. You'll want to buy a few Potions and Parlyz Heals before challenging this Gym. When ready, step through the door.

Wattson sends out his Voltorb first. It has the Rock-type move Rollout, which hits over a number of turns and increases in power each turn, so be careful. It also knows the attacks Spark and Shock Wave, as well as the dangerous move Selfdestruct which causes the user to faint, but has so much power that it might take out your Pokémon with it. Your best strategy here is to get Voltorb knocked out as quickly as possible. Electrike isn't much of a threat and can be knocked out easily. Any strong attack will probably take it out in one hit. The only thing you need to worry about is its Ability— if your Pokémon uses a move that makes contact, it may become paralyzed. Watch out when you face Magneton— it has a dangerously high Special Attack stat, so Shock Wave can potentially do a lot of damage. Watch out for Supersonic and Thunder Wave, which inflict confusion and paralysis respectively. Also, SonicBoom does exactly 20 HP damage whenever it hits. Thankfully, Magneton has 4x weakness to Ground. Wattson's strongest Pokémon is his Manectric. It has the same ability as Electrike, and knows Howl to boost its Attack and Thunder Wave to paralyze your Pokémon, as well as the attacks Quick Attack and Shock Wave. It has more balanced stats than the rest of Wattson's Pokémon, but shouldn't give you too much of a hard time.
After being defeated, Wattson gives you the Dynamo Badge and TM34 (Shock Wave).
Where you'll be going next is west to Route 117 after healing at the Pokémon Center.
