Powder Snow (Japanese: こなゆき Powder Snow) is a damage-dealing Ice-type move introduced in Generation II.
Effect
Powder Snow inflicts damage and has a 10% chance of freezing the target.
Powder Snow hits both opponents in a Double Battle. In a Triple Battle, Powder Snow will only hit opposing adjacent Pokémon.
Powder Snow can also be used as part of a Pokémon Contest combination, giving extra four appeal points if move Hail was used in the prior turn. It can also be used to start a combination, causing Blizzard to give extra four appeal points if used in the next turn. It is also part of a Contest Spectacular combination, giving an extra three appeal points if the move Hail was used in the prior turn.

In Red Rescue Team and Blue Rescue Team, Powder Snow is a move with 4 power, 90% accuracy and 17PP. The user attacks all enemies in the room, possibly freezing them. In hallways, this move targets Pokémon up two tiles away (or one in one-tile darkness). This move can also target Pokémon inside the walls, if they're adjacent to the user.
In Explorers of Time, Darkness and Sky, the move's PP has been decreased to 10.
