New Bark Town
Elm's Lab
When you return to Elm's Lab in New Bark Town, the professor thanks you for helping with his research. To show his appreciation, he rewards you with a Master Ball, a rare model of Poké Ball that catches any Pokémon without fail! According to Elm, this type of Poké Ball is usually given only to recognized Pokémon researchers, but he thinks that you will make better use of it than he would. It is best to use it when battling a Legendary Pokémon, as they can be very difficult to capture otherwise.
Leaving Home, Again
Use Surf to sail eastward from New Bark Town to reach Route 27.
Route 27
Route 27 is a seaside route that connects New Bark Town in the west and Route 26 in the east. The uneven terrain hinders eastbound travel, forcing Trainers to pass through Tohjo Falls.

Welcome to Kanto!
When you step out of the water, you draw the attention of a man standing nearby. He asks if you know what you have just done, and excitedly informs you that you have just taken your first step into the Kanto region.
Tohjo Falls
Tohjo Falls is a small cave in southwest Kanto that serves to link the two regions together. As it cannot be cleared before obtaining HM07 (Waterfall) and the Rising Badge, it also acts as a natural barrier so that only the strongest Trainers continue onward to the Pokémon League at Indigo Plateau.

A Friendly Gift
Visit the house outside Tohjo Falls to meet an elderly woman. After hearing that you are headed to the Pokémon League, she asks if your Pokémon are loyal enough to you. If your lead Pokémon is friendly enough, she rewards you with TM37 (Sandstorm).
Route 26
Route 26 is one of the longest routes in Kanto, and occupies much of the western part of the region. It stretches from Route 27 in the far southwest to the Pokémon League Reception Gate that sits at the crossroads between Route 28 to the west, Route 22 to the east, and Victory Road to the north.

Rest stop
Visit the house on the eastern road and speak to the woman inside. Noticing how tired that your Pokémon appear to be, she lets you take a moment to rest, restoring your Pokémon to full health in the process.

The house on the edge of the grass patch in the southwest belongs to the Week Siblings. No one is home, but a note on the table lists each sibling's designated location. Each sibling gives out a different type-enhancing item.

Pokémon League Reception Gate
VIPs Only
All Trainers traveling to Indigo Plateau must present their Badges to prove their worth. The first guard looks to see if a Trainer has earned all eight Badges from the Johto region. Once he has verified that you have earned every Badge, you are free to continue on. Two other men block the way to the west and east exits. Step through the doors to the north to enter Victory Road.
Victory Road
Victory Road is a difficult tunnel separating the Pokémon League Reception Gate and Indigo Plateau. It serves as a final test for aspiring Trainers to prove themselves, as only the strongest reach the other side. The cave was originally a grueling hike, but later cave-ins have left the accessible areas diminished. The are also no other Trainers to be found inside, likely due to the risk of further collapse.

Walk up onto the rocky ridge and head northeast to pick up a Full Heal and a Max Revive. Go west and climb the northwest ladder.

Move eastward across the ridge to collect the HP Up from the ledge to the south. Head east, then turn north and climb up the ladder.

Step up onto the ridge and follow it to the southwest. Jump the ledge to the south, then climb down the ladder in the southeast.

Grab the Full Restore, then jump the ledge. Climb the western ladder again to 3F.
3F
Move counter-clockwise around the ridge, then go all the way to the western wall and jump down through the hole.

Pick up TM26 (Earthquake), then jump the ledge to the east and climb the ladder one last time.

Take a moment to tend to your Pokémon, then move northward around the ridge again. The exit is a short distance to the north.
Ambush!
Before you can reach the exit, Silver appears once again. He cannot understand how you are headed to the Pokémon League, as he sees you as so much weaker than himself. He considers himself invincible, and draws you into battle to prove it.
Rival Battle 5
Each of Silver's Pokémon has grown a few more levels since the last battle. His Magnemite has since evolved into Magneton, and the Pokémon that he took from Elm's lab has now evolved into its final form. He has recently added a Kadabra to his team, as well; as a Psychic-type Pokémon, Kadabra has low physical Defense and takes serious damage from Bug-, Ghost-, and Dark-type attacks.

Afterward, Silver admits that he may need some time for self-reflection to figure out why he cannot defeat you. He reaffirms his intent to keep getting stronger, and looks forward to the day when he finally beats you. He tells you to keep training until then, and leaves. Exit the cave to arrive at Indigo Plateau, the site of the Pokémon League.
