Welcome to Viridian Gym, the last of the Kanto League. The Gym Leader, Blue, is the only one around that does not specialize in any single type, and instead uses the team from his time as Champion three years ago. He has installed a maze of spinner tiles to thwart any would-be challengers. Similar to the Blackthorn Gym, the unstable floor causes your lead Pokémon to retreat to its Poké Ball. To reach the Gym Leader, step only on red tiles, beginning with the one in the southeast. Go west from the first stopper tile, then north, northeast, and east twice to reach the end.
21 is an ocean route that leads southward from Pallet Town to Cinnabar Island.

With a diverse team and great movesets, Blue is the most challenging opponent you have faced at this point. He leads with his Exeggutor, and its Trick Room will likely allow it, Machamp, and Rhydon to outspeed the competition temporarily; it can also cause status problems with Hypnosis. Hit it with Bug moves for massive damage. His Arcanine knows the powerful Flare Blitz, as well as Dragon Pulse and ExtremeSpeed for coverage; use Special move to bypass its Intimidate Ability. Rhydon can deal serious damage with Earthquake and Stone Edge. Use Water-, Grass-, or Ground moves to take it down, but Water and Grass Pokémon should be wary of its Thunder Fang and Megahorn, respectively. The combination of Gyarados' Dragon Dance, Waterfall, and Ice Fang can prove lethal, so knock it out quickly with Electric attacks. His Machamp's No Guard Ability ensures that DynamicPunch connects with the target, causing Confusion every time; take it out with a Psychic blast, as Stone Edge and ThunderPunch can deter Flying opponents. Finally, his Pidgeot relies on Return and Air Slash, and can mimic your previous attack with Mirror Move. Hit it with Electric-, Rock-, or Ice moves to bring the battle to an end.

When the smoke clears, Blue awards you the Earth, the sixteenth and final Badge which enables the use of Rock Climb in the field. He also hands out 92 as a prize.

Exit the Gym to receive a call from Professor Oak. He congratulates you on earning all eight Kanto Gym Badges, and asks that you visit the Lab.
Nature's Madness
When the island's volcano erupted, most buildings were either buried in rubble or swept into the sea, and only the Pokémon Center has since been rebuilt. According to a Sailor inside the building, it has been a year since the eruption. A sign posted outside notifies visitors that the Cinnabar Gym has relocated to the nearby Seafoam Islands.

Pallet Town
The Final Gym Leader
Oak's Pokémon Lab
Speak to the man behind the Pokémon Center, and he introduces himself as Blue. He is not in the mood to battle at the moment, as he contemplates the power of nature and the destruction around him. Regardless, he says that as a Trainer, seeing a strong opponent still makes him want to battle. He asks to see how many Badges you have earned, and seeing that you only have six, says that you are not yet ready to battle him.
In recognition of your victories over the eight Gyms of Kanto, Oak rewards you with 08. Now that you have earned all sixteen Badges, he grants you access to Mt. Silver, off to the northwest. The hallowed mountain is strictly off-limits to the average Trainer, but you have now proven yourself more than that. But before rushing off to that rugged, forbidding mountain, there are a few loose ends to resolve.

Now that you have Rock Climb (optional)
With the final HM Rock Climb in your possession, there are a multitude of helpful items you can obtain in both regions. If you plan on breeding, there are some helpful incenses to pick up. These incenses are the only way to obtain certain baby Pokémon like Bonsly, Mantyke, and Munchlax. There are also some valuable items such as the Magmarizer, Dubious Disc, and Oval Stone that can used to evolve Pokémon such as Magmar, Porygon2, and Happiny.
The waves of 20 are a popular spot for swimming. The middle of the path is occupied by the Seafoam Islands. The waters lead east to 19.

The Seafoam Islands are a pair of islands that are shaped the same, as if they were twins. A shocking cold fills the caverns inside. Several large boulders and fast-moving currents hinder travel at first.

Kanto Power Plant
In the time it took to obtain the final Badge, the second of Kanto's legendary birds has appeared just outside the Kanto Power Plant. Use Rock- and Ice moves to cut Zapdos' health, then switch to Grass-, Bug-, Flying-, Fighting-, or Steel attacks to limit the damage it sustains. If you fail to catch it, defeat the Pokémon League once more to cause it to reappear.

{| style="margin: auto;"
1F (East)
|
The path diverges inside the eastern island. A ladder leads to an upper chamber that houses the relocated Cinnabar Gym, while an ice-encrusted stairway leads down into the heart of the Seafoam Islands.

Cerulean City
The Cinnabar Gym specializes in Fire Pokémon. Fire-type moves are super effective against Bug-, Grass-, Ice-, and Steel Pokémon, while Fire-type Pokémon are weak to Ground-, Rock-, and Water moves.

Cerulean Cave
Cerulean Cave is a large network of maze-like tunnels that extend deep into the mountains on the outskirts of Cerulean City. The undeveloped cave is pitch-black inside, so using Flash is recommended. Surf, Rock Smash, and Rock Climb are also required to fully navigate the area. Bring a healthy supply of Ultra Balls or Dusk Balls, as a violent legendary Pokémon resides on the lowest floor.

{| class="expandable" style="margin: auto; background: #; roundy; border: 5px solid #;"
The chamber features red, orange, and yellow floor tiles arranged in the shape of a flame, and a large number of rocks left over from its conversion into a makeshift Gym. These rocks force challengers to pass through several chokepoints, each one guarded by a Gym Trainer. Defeating a Gym Trainer causes him to move out of the way, allowing challengers to continue to the Gym Leader.

Blaine's Magcargo has high Defense, so special moves will fare better against it. Due to its typing, Water attacks will be especially useful. Intending to account for one of his team's weaknesses, Blaine has taught his Magmar ThunderPunch in order to fight back against Water Pokémon. Rapidash has high Speed, and a high physical Attack lets it deal massive damage with Flare Blitz. All of Blaine's Pokémon know Overheat, an incredibly powerful move that cuts the user's Special Attack by 50% after each use. To avoid this, each Pokémon holds a White Herb, which restores any lowered stat when consumed. Be sure to bring some Burn Heals.

Head south and clear out the cracked rocks in the southwest corner for a hidden Hyper Potion. Turn east and pick up the Full Restore near the two crystals. Turn north and climb up the nearest ladder.
Move westward to reach an ice patch with three blocks of ice. Two of these three blocks must be cleared to proceed. Slide into them from the north or south to send them skidding away. Slide into the final block from the east side; this moves it to a small alcove. Slide westward, then continue on through the narrow passage. Pass by the ladder to reach another ice patch. Bump into the northeast block from the south, then push the northwest block from the west. Approach the ice patch from the south and slide to the northern-most block, then move in a clockwise direction to reach the Big Pearl. Climb down the ladder to the southwest.

B4F (Center)
This wide-open area of 2F holds several hidden items. Collect the Ultra Ball, Big Pearl, PP Up, Zinc, and Full Heal before returning to 1F.
The lowest level is filled with large rocks that hinder travel. Use Surf to move northward to the next ridge, then continue eastward and climb up the ladder on the central ridge.

1F
B3F (Center)
Cross under the bridge, then turn south. Inspect the smaller crystals for a hidden Revive, then climb the stairway to the bridge. Head northeast for a Max Elixir, and northwest to reach a Sea Incense situated on the north wall. The narrow ledge that runs along the north and east walls serves as a quick escape route. Follow this path to the southeast corner and examine the small crystals for a hidden Rare Candy. Circle around and climb the ladder at the south end of the bridge.
Climb up the next ladder.

Climb the northern rock wall to reach a group of cracked rocks; break the two in the corner to reach a hidden Max Revive. Circle around to the north wall, and take the first right for another Max Revive. Follow the trail southward to the water, and swim to the northeast.
Use Surf to continue westward. Climb up onto the south-central ridge to find Articuno, the first of Kanto's three legendary birds.
Break the two cracked rocks to find a hidden Ultra Ball to the west. Go north onto the upper level, and use Rock Climb to reach an Electirizer in the northeast corner. Jump the ledge, scale down the wall and break the nearby rock to find a Nugget. Go south and surf to the southeast corner for a Black Sludge. Circle around and climb onto the east-central platform to meet the Genetic Pokémon.

Mewtwo
VS Articuno
Having traversed the entire cave, you finally come face-to-face with Mewtwo. Use Bug-, Ghost-, and Dark attacks to drain its health quickly, then follow up with Fighting and Poison moves to wear it down further. Inflict status ailments like Sleep or Paralysis to increase your odds of capture, and launch a barrage of Ultra Balls or Dusk Balls. It has only one damaging move, Psycho Cut, so Dark-type opponents are immune to its assault. If you fail to catch it, defeat the Pokémon League once more to cause it to reappear.
Begin with Fire-, Electric-, and Steel attacks to wear its health down quickly, then follow up with Bug and Grass moves to chip away at it even further. Consider inflicting status ailments like Sleep and Paralysis to restrict its movements, and be sure to bring along some healing items as well.

This is the Bulbapedia walkthrough for Pokémon HeartGold and SoulSilver.
These pages follow the remade Nintendo DS iteration, not Pokémon Gold and Silver. The guide for those games can be found here.

Route 21

Route 21

Route 21 is an ocean route that leads southward from Pallet Town to Cinnabar Island.

Cinnabar Island

Cinnabar Island

Cinnabar is a large island to the southwest of mainland Kanto, between Routes 21 and 20. The area once held a research facility, the broken-down former home of a famous researcher, and the Cinnabar Gym.

The Final Gym Leader

Speak to the man behind the Pokémon Center, and he introduces himself as Blue. He is not in the mood to battle at the moment, as he contemplates the power of nature and the destruction around him. Regardless, he says that as a Trainer, seeing a strong opponent still makes him want to battle. He asks to see how many Badges you have earned, and seeing that you only have six, says that you are not yet ready to battle him.

Route 20

Route 20
Seafoam Islands, 1F
Cinnabar Gym

The waves of Route 20 are a popular spot for swimming. The middle of the path is occupied by the Seafoam Islands. The waters lead east to Route 19.

Seafoam Islands

The Seafoam Islands are a pair of islands that are shaped the same, as if they were twins. A shocking cold fills the caverns inside. Several large boulders and fast-moving currents hinder travel at first.

1F (East)

The path diverges inside the eastern island. A ladder leads to an upper chamber that houses the relocated Cinnabar Gym, while an ice-encrusted stairway leads down into the heart of the Seafoam Islands.

Cinnabar Gym

Cinnabar City Pokémon Gym
Leader: Blaine

The Cinnabar Gym specializes in Fire-type Pokémon. Fire-type moves are super effective against Bug-, Grass-, Ice-, and Steel-type Pokémon, while Fire-type Pokémon are weak to Ground-, Rock-, and Water-type moves.

Due to its Fire/Rock typing, Water attacks will be especially useful.

Cinnabar Gym
Volcano Badge

After the battle, Blaine awards you the Volcano Badge. He also gives out TM50 (Overheat) as a prize. Climb back down the ladder and walk down the icy stairway to fully explore the islands.

Go north to reach a group of three boulders. Use Strength to move the right-hand boulder westward, then the left-hand boulder northward, and then the middle boulder eastward. This clears a path to the north-central area and a Grip Claw. Return to the three boulders and turn west, then climb down the western-most ladder on the lower level.

B2F (Lower)

Pick up the nearby Water Stone, then jump the ledge and climb up the ladder to the east.

B2F (Lower)

Walk down the stairway, then slide northward over the first ice patch. Turn east and battle past Skier Cady and Boarder Shaun on the second ice patch. At the third ice patch, slide southward to fight Boarder Bryce, then slide eastward and climb down the northeast ladder.

Move southwestward around the first ice patch, then use Strength to push the nearby boulder two steps northward. Return to the ladder and slide westward over the ice to reach the boulder, then slide north and climb down the ladder.

VS Articuno

Begin with Fire-, Electric-, and Steel-type attacks to wear its health down quickly, then follow up with Bug and Grass moves to chip away at it even further. Consider inflicting status ailments like Sleep and Paralysis to restrict its movements, and be sure to bring along some healing items as well.
