Pop Roxie is a sailor who runs a ferry between Virbank City and Castelia City. He is also the father of the Virbank Gym Leader Roxie. He is first seen arguing with his daughter in front of Virbank's Pokémon Center over his movie career, insisting that since Roxie is both a Gym Leader and a musician, he can be both a sailor and a movie star.

Roxie later reveals that her father once wanted to be a movie star and planned on giving up his job as a ship captain to do so. When Pop Roxie saw Blake and Whitley's performance at Pokéstar Studios, he realized that they were better than him and gave up.
