The Hero of Truth (Japanese: 真実の勇者 Hero of Truth) and the Hero of Ideals (Japanese: 理想の勇者 Hero of Ideals), also collectively known as the twin heroes, are characters from the backstory of Pokémon Black and White.
In the core series games
Pokémon Black and White
In mythologies, the twin heroes are said to have used a single, powerful dragon to create the Unova region, however, the brothers each sought something different for the region—truth for the older brother and ideals for the younger—this caused an arguing and then a fight over whose side was right. In response, the dragon split into three Pokémon: its truth, Reshiram; its ideals, Zekrom; and its leftover shell, Kyurem. Reshiram then sided with the older brother twin while Zekrom sided with the younger twin.
The two dragons were equally matched and neither conquered the other. Eventually, the brothers set aside their differences and equally declared that there was no right side. In the future however, the sons of the heroes resumed their fight, using Reshiram and Zekrom, completly destroying the region during the conflict with their fire and lightning powers. The second battle led to the original heroes to seal away their dragons within spherical stone known as Dragon Stones, Reshiram in the Light Stone and Zekrom in the Dark Stone.
At some point, each of the heroes supposedly built a city of their own with the help of their respective dragon. The Hero of TruthBB2/Hero of IdealsWW2 built an ancient city over 2,500 years ago that'd be buried in the sand as time went on, its ruins are known as Relic Castle. The Hero of IdealsWW2/Hero of TruthBB2 built an ancient city about 3,000 years ago that'd sink in the water as time went on, its ruins are known as Abyssal Ruins.
The conflict between truth and ideals repeats itself during the events of Pokémon Black and White, the king of Team Plasma, N, sought the Dark StoneB/Light StoneW to revive ZekromB/ReshiramW and create a world where humans and Pokémon live separately while Hilda/Hilbert obtained the Light StoneB/Black StoneW to stop N and allow humans and Pokémon and keep coexisting.

In the anime, the Heroes of Truth and Ideals were the sons of the king of the Kingdom of the Vale and lived one thousand years ago in the Unova region. The twins also commanded Legendary Pokémon, the Hero of Truth possessed the Vast White Pokémon Reshiram and the Hero of Ideals possessed the Deep Black Pokémon Zekrom.
One day, the two brothers began to fight over their beliefs and using their started a war in the process. This devastated the kingdom and caused the Dragon Force energy that was enriching their kingdom to become corrupted, turning into a destructive and chaotic force that destroyed the land.
The chaos the Dragon Force caused forced their father to use his Victini's power to move the Sword of the Vale to the location that would eventually become Eindoak Town. Despite managing to calm the Dragon Force, the King unfortunately died soon after, accidentally leaving Victini trapped inside of the Sword of the Vale's barrier. Reshiram and Zekrom, exhausted from their battle, reverted into spherical stones known as Dragon Stones. Guilt ridden, the brothers took and hid the stones in a secret cave hidden deep underneath the castle.

Origin
The legend of the twin heroes parallels the Roman myth of Romulus and Remus, two twins who founded the city of Rome. Likewise, the twin heroes built the Relic Castle, which became the center of civilization in Unova at least 2,500 years ago, much like Rome in real-life ancient Europe. The twin heroes' disagreements leading to a fight also parallels the Roman myth.
