Icy Wind (Japanese: こごえるかぜ Chilling Wind) is a damage-dealing Ice-type move introduced in Generation II. It was TM16 in Generation II.
Effect
Generation II
Icy Wind inflicts damage and then lowers the target's Speed stat by one stage.
Generations III and IV
Icy Wind will hit both opposing Pokémon in a Double Battle.
Generation V
In a Triple Battle, Icy Wind will only hit opposing adjacent Pokémon.
