Technician (Japanese: テクニシャン Technician) is an Ability introduced in Generation IV.
Effect
In battle
Technician increases the power of moves which have a power of 60 or less by 50%.
For moves with variable power, Technician will only apply if the power is 60 or less when used. For example, Low Kick and Grass Knot will only get a Technician boost if the target's weight is 110.0 lbs. (49.9 kg) or less.
Generation IV
The effect does not apply to confusion damage, which remains at a power of 40. However, if a Pokémon hurts itself in confusion induced due to disobedience, the power is increased to 60.
Despite Struggle having a base power of 60 or less, it is not boosted by Technician in Generation IV.
Technician applies after the base power modifiers for double base power moves (such as Gust and Pursuit), Charge, and Helping Hand, so if any of those cause a move's base power to exceed 60, Technician's boost will not apply.
Generation V onwards
Technician no longer applies for any means of confusion damage, including the one induced by disobedience.
Struggle is now boosted by Technician.
Technician no longer takes into account base power modifiers, but does consider variable base power (e.g. Rollout, Ice Ball, Gust, Acrobatics), which must be 60 or less to be boosted by Technician.

The table below lists the moves affected by Technician, as well as the Pokémon that can have Technician and learn those moves.
Although the following moves are affected by the Ability, they can be only learned by Smeargle with Technician via Sketch (with exception of Struggle, Chatter, and Generation VIII moves).
