Victory Road (Japanese: チャンピオンロード Champion Road) is a tunnel situated on Route 23. It earned its name because it must be traveled by all Trainers aiming for the top. Its other end opens up in Indigo Plateau and the Pokémon League. Only Trainers with eight Kanto or Johto Gym Badges are allowed to enter it.
Victory Road has three floors. To reach the other end of the tunnel, a series of puzzles involving using Strength to move boulders need to be solved.
In Generation I, Victory Road is where the legendary Pokémon Moltres can be found. In Generation III, it is instead found at Knot Island's Mt. Ember and is subsequently found in Mt. Silver in Generation IV.
A Move Tutor at the very end of Victory Road in FireRed and LeafGreen offers to teach a Pokémon the move Double-Edge.
In some promotional artwork for Generation II, Victory Road is depicted as being part of Mt. Silver, but this is not confirmed.

- In Generation IV, after beating the Elite Four for the first time and boarding the S.S. Aqua, the battle music in Victory Road (as well as Route 26, Route 27 and Tohjo Falls) changes from the Johto style to the Kanto style. This change was not present in Generation II. The battle music in Route 28 has also switched in Generation IV.
- According to Silver in Generation IV, the reason that there are no Trainers in Victory Road in Generations II and IV is because he defeated them all.
