The Villain Arc (Japanese: 悪の組織編) is a storyline available in Pokémon Masters EX as part of its Main Story (Japanese: メインストーリー Main Story). It follows on from the events of the PML Arc, and it tells the stories of various villainous teams and their exploits on Pasio.
As with the PML Arc, each chapter is unlocked once the previous one is completed and battles are available in Normal and Hard difficulties. All Normal difficulty battles provide 30 Gems as a First-Time Reward, while Hard difficulty battles reward the player with 100 Gems upon defeating the stage for the first time. The recommended level for the Villain Arc is level 30.

Kanto: Team Rocket Returns
This chapter introduces Team Rocket.
Plot
- Where's Red?
The episode begins with a shot of Giovanni facing several Team Rocket Grunts, when Red approaches to confront them.
At the Pokémon Center, Professor Bellis informs the player, Paulo, and Lillie that no one has heard from Red in three days. The three join with Blue to help Professor Bellis and Lance look for Team Rocket's hideout on Pasio.
The group finds some Team Rocket Grunts at the ruins. Paulo is unsure about Blue's plan to charge in and defeat the grunts, but he and the others are victorious. Paulo watches as Blue, Lillie, and the player move forward into the ruins. He begins to show doubt in his own strength, when another Team Rocket Grunt appears. The grunt recognizes Paulo's desire to get stronger, and asks him if he wants to join Team Rocket.
- A Tricky Trap
As they venture onward into the ruins, Blue, Lillie, and the player realize that Paulo isn't with them. They come across another group of Team Rocket Grunts and decide to battle them in order to keep moving forward, thinking that Paulo would do the same thing.
The group reunites with Paulo and Blue compliments him for getting to the center of the ruins, assuming he battled many grunts along the way. The group is surprised to see Lt. Surge rushing towards them. He reveals that Professor Bellis has been abducted by Team Rocket. Blue realizes that the grunts they had seen at the ruins were put there to lure them away from Professor Bellis's lab. As the group prepares to leave, Lt. Surge holds Blue back. He tells him that he saw Paulo speaking with a Team Rocket Grunt.
At Team Rocket's hideout, Professor Bellis is approached by Giovanni, who demands information on sync stones. He reveals that he wants to harness the power of sync stones to make his subordinates even stronger.
- Seeking Strength
While Blue and his group debrief with Lance, Blaine, and Lorelei at the Pokémon Center, Paulo leaves rather suddenly. Lillie and the player follow after him. Paulo expresses his need to become stronger and Lillie suggests working together to train. To Lillie and the player's surprise, Paulo walks away and leaves them behind. Watching from a distance with Blaine and Lorelei, Blue decides the best thing is to let Paulo make his own decisions.
- Rocket Hideout
At the Pokémon Center, Blue reveals that he has finally located Team Rocket's hideout. They make a plan to infiltrate the hideout, and Paulo joins the group at the last moment. At the hideout, Brock and Sabrina join the others to let them push farther into the building. When they become overwhelmed while fighting more grunts, Red and his Snorlax arrive to take down all of them. Red tells Blue that the reason he disappeared was to recover after wiping out half of Team Rocket. Blue is frustrated for not being invited, but is happy that Red is now here to help finish the job.
- Giovanni's Gambit
The group finds Professor Bellis surrounded by Team Rocket Grunts. They demand for Giovanni to let her go, but he attacks with his Mewtwo. When Lillie and Paulo's Pokémon get knocked out, the player teams up with Red and Blue to bring Mewtwo to its knees. When Giovanni brings in reinforcements, Red lets his Snorlax Gigantamax, giving the group and Professor Bellis a chance to escape.
The group returns to Professor Bellis's lab, but she is upset that a memory stick with her research data has been stolen by Giovanni. Blue makes a plan to charge back into Team Rocket's hideout, but notices that the rest of the group is rather weary. Just then, Misty and Erika enter in their sygna suits. They let Red and Blue carry on ahead, and Paulo protests when he is told to stay behind and rest up his Pokémon.
At a glacier, Giovanni reveals that he has all of the research he needs on sync stones, and is ready to enact his plan with his grunts.
- The Power Within
All recovered, the player, Paulo, and Lillie meet Erika and Misty at the Pokémon Center. When Misty notices that Paulo is unusually quiet, he claims it is because he is thinking about their sygna suits.
The group head to a glacier to find Giovanni, but two Team Rocket Grunts jump out at them. Erika and Misty quickly put a stop to them, and Paulo admires their battling style. Continuing ahead, they find Red and Blue facing Giovanni and Mewtwo.
Blue tries to get the research data back, but learns that Giovanni has no need for it anymore. With the power of sync stones, Mewtwo is able to destroy blocks of ice around it. After unleashing a series of attacks, Mewtwo vanishes. Giovanni realizes Mewtwo is unable to handle the amount of power he has given it. He leaves to follow it.
- Rage and Chaos
When Pokémon at the town begin acting out of control, Bruno and Agatha work with their Pokémon to help out. Paulo deduces this is because of Mewtwo, and Misty agrees. Professor Bellis walks over to the group and reports that her equipment has been able to detect a psychic energy signal. Interested in Giovanni’s power, Paulo asks to come with Misty and Erika to go after Mewtwo. The player and Lillie decide to join as well. As the others walk off, Misty and Erika stay behind to talk about the pressure Paulo puts on himself to get stronger.
- The Boss’s Power
When the group goes to the forest, two Team Rocket Grunts jump out at them. Paulo, Lillie, and the player fight them as Misty and Erika battle against many more. While continuing through the forest, the group comes across Giovanni and an army of Team Rocket Grunts. Looking at Paulo, Giovanni remarks that one day, one of them may understand his actions. As the group prepares to fight him, a sudden rumbling stops them.
- Malice
At the beach, Red and Blue face off against Mewtwo. When they are about to defeat it, Giovanni and his Nidoqueen appear in front of it. Giovanni suggests to Mewtwo that it should focus on using its power for evil deeds, and to everybody’s shock, it listens. Working with Giovanni, Mewtwo Mega Evolves into Mega Mewtwo Y.
- The Last Laugh
Red, Blue, Misty, and Erika battle against Giovanni and Mewtwo. When Giovanni pushes Mewtwo past its limit, it is able to defeat everyone’s Pokémon. Giovanni gets away, to Blue’s disappointment. The group notes that despite Giovanni’s evil intent, he shared a strong bond with Mewtwo that allowed him to control it.
Back at the Pokémon Center, the group celebrates that the Pokémon at the town have finally been calmed. They compliment each other’s work and make a plan to team up together in the future. Professor Bellis worries that there will be other villains to abuse sync stones, but Erika assures her that they will do what it takes to protect Pasio. Professor Bellis informs the group that Lear sent out a request to the International Police, and Blue wonders who will be sent.
As Misty talks to the player, Paulo walks away from the group. There is a dark tone as he stares back at the player.

This chapter was added on September 30, 2021. It was the only chapter of the Villain Arc to be added all at once instead of in two parts.

Sinnoh: Dreaming in Darkness
This chapter introduces Team Galactic. Unlike other chapters of the Villain Arc, it does not take place in the order it appears on the Explore menu. Despite being placed between the Hoenn and Unova chapters, it takes place between the Kanto and Johto chapters.
Plot
- Team Galactic on the Move
The episode begins with Cyrus waking up in a dark void caused by Darkrai. Finding a never-ending void to be an ideal place to live in, Cyrus states he will learn more about sync stones and sygna suits to harness their power and make his ideal world a reality for all.
At the laboratory, Professor Bellis informs the player that the International Police have started their investigations on Pasio, looking into recent issues with Team Galactic. Barry leaves to stop Team Galactic, while Lucas and Dawn go to inform Cynthia.
At some ruins, Lucas and Dawn arrive and find Cynthia. Cynthia tells them that Legendary Pokémon seem to have been appearing at the ruins, and that Giratina appears to be interested in the traces of other Pokémon that have come there. Suddenly, Dialga briefly appears before vanishing, and Lucas wonders if it was trying to tell them something. Dawn then goes on to report to Cynthia about Team Galactic's operations on Pasio. Meanwhile, a mysterious man stands outside of the Team Galactic hideout. He disguises as a grunt and enters alongside his Croagunk.
- The Darkest Nightmare
At Centra City, Brock and Erika confront and defeat Team Galactic Commanders Jupiter, Mars and Saturn, who have been trapping other Trainers in a nightmare. Barry arrives, and the three call Bellis's lab to update Cynthia, Dawn and Lucas on the mysterious phenomenon. They speculate that Team Galactic appear to be harnessing Darkrai's power as Paulo and Lillie listen. Professor Bellis enters with news that the International Police have found Team Galactic's hideout. Near the hideout, Cynthia, Lucas and Dawn meet Barry. Cynthia suggests that the team should split up from her, leaving Lucas, Dawn, and Barry to go as a group.
Inside the hideout, the team confronts two grunts as a third one stands nearby. The third grunt sends out a Croagunk and commands it to stop the other grunts’ Pokémon, surprising them.
- The Galactic Hideout
The opposing Pokémon faint and the grunts retreat. The mystery man removes his Team Galactic Grunt disguise and introduces himself as Looker, a member of the International Police sent to investigate Pasio. Looker disguises as a grunt once more, then leaves.
Alone, Cynthia meets with the Team Galactic Commanders. She challenges their Pokémon with Giratina and wins. Cynthia warns the Commanders about what the consequences will be of Cyrus's actions. Saturn ignores her, telling her that Cyrus is seeking more power to create a brand-new universe.
- Cyrus's True Ambitions
Lucas, Dawn, and Barry meet with Cyrus, who now has both Dialga and Palkia. He commands them to attack the three. When Dialga disobeys Cyrus, Palkia attacks it, to Lucas's frustration. Cyrus tells everyone that he wants to create a world where human spirit and useless feelings no longer exist, as Professor Bellis, Sophocles, Paulo, and others listen from at the lab. At the hideout, the Team Galactic Commanders witness the truth about Cyrus's intentions.
- Together in Spirit
Cyrus wins his battle against Lucas, Dawn, and Barry, but Lucas will not accept the outcome. Lucas's sync stone begins to react with Dialga. Recognizing that Dialga wants to help, Lucas forms a sync pair with it. Lucas and Dialga use their sync move against Palkia and defeat Cyrus. Still vowing to make his plan come to fruition, Cyrus disappears with Darkrai.
A few days later at the lab, the team discusses how Cyrus's plans have caused sync pairs all over Pasio to fall asleep with never-ending nightmares. Looker mentions that the affected sync pairs are getting treated at the Pokémon Center. Dawn arrives and informs everyone that she was able to wake everyone up with Cresselia's power.
- The Nightmare Spreads
Cyrus, in his sygna suit, appears inside Darkrai's void and claims that it is the ideal world he seeks.
At Bellis's Lab, Dawn arrives dressed in a sygna suit to match Cresselia's colors. Professor Sycamore suddenly stumbles into the lab. He utters a warning about Darkrai before falling asleep.
Cynthia and company arrive at Centra City to see sleeping Trainers all over the streets. They realize that Darkrai's power is overpowering Cresselia's. Cynthia advises the group to stay strong in order to avoid being put into a nightmare.
- Galactic Alliance
The group meets at Professor Bellis's lab to debrief what they saw in the city. To their surprise, Jupiter, Mars, and Saturn enter. Wanting to find Cyrus, the Commanders form a pact with the Trainers. When Bellis begins to fall asleep, the group hurries outside to stop Cyrus’s plan.
- Intertwined Pasts
The group is split into three pairs—Barry and Jupiter, Lucas and Mars, and Dawn and Saturn. Saturn sends his Toxicroak out at Dawn, but she correctly assumes that he has no intention to betray her. She teaches Saturn that it is important for people to tell their friends about their feelings, otherwise they could be letting a friend make a bad decision. The two then come across a sleeping Team Galactic Grunt.
- The Time of Awakening
Dawn and Saturn bring the sleeping grunt back to the laboratory. Saturn scolds the grunt when he sees that he seems to be voluntarily asleep. When the grunt wakes up, he removes his disguise and reveals himself to be Looker. He tells them he found Cyrus’s location, and gives it to the group.
The group, plus Cynthia and Sophocles, arrives at a cave. Darkrai appears, and the group tries to resist the urge to fall asleep, but Dawn realizes that Cyrus is likely in the nightmare too. Inside the nightmare, Cresselia joins the group. They manage to find Cyrus, and everyone encourages him to wake up.
- A Mission to Complete
Everyone wakes up in a cave, where Cyrus is waiting for them. Frustrated that they would challenge his ideals, Cyrus sends out Darkrai and Palkia to battle them. Cynthia, Dawn, and Lucas send out Giratina, Cresselia, and Dialga respectively. They defeat Cyrus, and Lucas credits the victory to the bond he shares with Dialga. Saturn, Jupiter, and Mars are happy to rejoin with Cyrus, even if they know they are simply his pawns. Before he leaves with the Commanders, Cyrus tells Lucas to take care of Dialga.
Meanwhile, Giovanni appears at the scene after Cyrus leaves, and calls his subordinates to prepare the revival of Team Rocket.
Back at Bellis's lab, everyone celebrates that the Trainers of Pasio have finally woken up. They believe it is a sign that there is hope for Cyrus to change. Dawn wishes to one day have the opportunity to have a friendly battle with Team Galactic.

Johto: Team Rocket's Revival
Unlike other Villain Arc chapters, this chapter serves as a direct sequel to Kanto: Team Rocket Returns. It introduces the Team Rocket executives.
Plot
- Resuming Operations
As Giovanni stands in the Team Rocket hideout, he recalls the way Red defeated him using Dynamax in their last fight. The Team Rocket Executives soon enter, willing to help their leader in any way. He tells them to get ready for an assignment he has in mind, one to take over Pasio.
At the beach, Kris, Morty, and Silver have a friendly battle against Lance, Karen, and Will. Despite Silver's determination to win, his team is defeated by Lance's team. After the battle, Paulo approaches Silver. He asks him why he has given up doing things like stealing Pokémon in his quest to make himself stronger. Silver doesn't have an exact answer, but he tells Paulo that a powerful connection with a Pokémon will make anyone stronger. Paulo remembers how Giovanni also found it important to share a connection with a Pokémon, and wonders if he can do whatever it takes to get stronger as long as he has one.
A Togepi's cry is heard, and the group turns around to find one by itself. Kris remarks that the Togepi seems to be in pain. To the group's surprise, it suddenly Dynamaxes.
- On My Own
After defeating the Dynamaxed Togepi, Kris points out how there was a similar situation with Eternatus that caused Pokémon to Dynamax out of the blue. Silver suspects that someone is forcing Pokémon to Dynamax. As they leave to go to Professor Bellis's lab, a Team Rocket Grunt watches from the trees, and Silver notices him.
At the lab, Kris, Silver, and Lance tell Professor Bellis about what happened. She tells the group that she has recently heard similar reports of Pokémon randomly Dynamaxing, and that Team Rocket has usually been spotted at the same time. When the group concludes that Team Rocket is behind this, Silver begins to leave. He tells the group he wants to fight them alone, because fighting with teammates would turn him into exactly what he hates about Team Rocket—people who can't do anything on their own.
Lance is confused, but decides to let Silver go alone. Professor Bellis makes a plan to contact a Pokémon Professor from Galar who can help them understand the Dynamax phenomenon.
- The Cruelest and the Scariest
Lance, Karen, and Morty wait in a secluded area in the forest as Will escorts Sonia. When the two arrive, Sonia reveals that she has created a device to detect when Pokémon are about to Dynamax. Using the device, they may be able to figure out where Team Rocket's hideout is, as there will likely be many Pokémon on the verge of Dynamaxing nearby.
As the group is speaking, Proton appears, flanked by two Team Rocket Grunts. Will reveals he knew they were following him and Sonia, but he wanted to lead them to the others so that they wouldn't be overwhelmed in a fight. The Johto Trainers battle against Proton and the grunts, winning the fight.
- Infiltrate the Rocket Hideout
Sonia's device leads Lance, Karen, and Morty to a glacier where they believe Team Rocket's hideout is located. They suspect that Silver has already made it here, but they press onward.
At the Team Rocket hideout, Silver comes across Giovanni, as well as two grunts standing behind him. He quickly defeats Giovanni, who says he will leave Pasio alone since Silver has won. Silver, however, sees through his words. He reveals that he knows he is not facing Giovanni, but instead a disguised Petrel.
Petrel is simply amused, unthreatened by Silver. He tells him that the door up ahead is locked, and can only be opened if he says the password. Petrel taunts Silver, but gets too invested in belittling him and accidentally yells out the password. To prevent Silver from getting past him, he calls on more Team Rocket Grunts to overwhelm him.
Suddenly, Janine and Koga appear in the room. They tell Silver that they'll take on the grunts so that he can go ahead to face Giovanni. Silver is angered that they would help him, but he allows them to fight.
In another area of the Team Rocket hideout, Lance, Karen, and Morty corner Archer and Ariana, but neither seem concerned. Coming out of the door behind them, Giovanni appears in a sygna suit.
- One or Many
Giovanni reveals that he has made a sync pair with a Pokémon capable of Dynamaxing, united by their shared appreciation for evil-doing. He sends out his new Nidoking and commands it to Dynamax.
Inside the hideout, Silver feels the ground begin to shake. He realizes that the entire building is about to collapse. He evacuates and finds Lance, Karen, and Morty confronting Giovanni at the glaciers.
Silver accuses Giovanni of being weak, pointing to how he battled the other Johto Trainers only after tiring them out with countless grunts. Archer and Ariana try to argue back, but Silver calls them cowards for being unable to do anything without Giovanni. Wanting to prove that working alone is the only way to become strong, Silver challenges Giovanni to a battle.
- As Your Friend
At the Pokémon Center, Professor Bellis discusses the situation of Dynamaxing Pokémon with Jasmine and Falkner. They worry about the Trainers who set off to face Giovanni and still haven't returned. To their surprise, Kris, Lyra, and Ethan enter the room, dressed up in new sygna suits. They reassure the group that they will check on Silver and the others, as well as put an end to Team Rocket's plans.
The three arrive at the glaciers and realize a battle has just taken place. They run into Lance, Karen, and Morty, who inform them that Silver had lost his fight against Giovanni, and that Giovanni plans to meet with Lear. Realizing Silver must be hurt after his loss, they all plan to stay by his side.
- In My Heart
At the beach, Kris, Lyra, and Ethan come across Silver talking to Pryce. The three ask him to come with them to fight Team Rocket, but he reiterates that he hates teaming up with others. When Silver tells them to leave him alone, Ethan snaps at him, telling him that friends should stick together. Silver comes around, but only on the condition that he gets to be the one to fight Giovanni. After Pryce gives Silver advice about the importance of friendship, Kris gets a phone call and reports to everyone that Team Rocket is on the move.
- Hearts Aligned
At Lear's villa, Kris, Lyra, Ethan, and Silver are surprised to see that Team Rocket Grunts have taken over. Entering from the doors, Bugsy and Whitney reveal that they purposefully led Team Rocket to the villa so they would not threaten other Trainers outside. Before the group can head to Giovanni, Petrel and Proton show up to stop them. Bugsy and Whitney offer to take them down, and are then joined by Clair and Lance.
As Kris, Lyra, Ethan, and Silver continue through the villa, they are stopped once again—this time by Ariana. Angered by Ariana's belief that Pokémon are mere tools, Kris and Lyra battle her, allowing Ethan and Silver to push forward.
- Battle against Evil
Right as Giovanni defeats Lear's Hoopa with Mewtwo, Ethan and Silver enter the room. Ethan volunteers to take on Archer and give Silver the opportunity to fight his father. Silver sends out Ho-Oh to battle against Giovanni's Nidoking and Mewtwo, but they are overwhelmed. The moment before the opposing Pokémon can knock out Ho-Oh, a Lugia swoops in to protect it at Ethan's orders. To Ethan's surprise, Silver thanks him. Silver comes to the understanding that protecting Pasio is more important than proving himself against Giovanni. He asks Ethan to work with him to win the fight.
- Endings and Beginnings
Giovanni Mega Evolves his Mewtwo into Mega Mewtwo Y, and Silver and Ethan struggle as they continue to fight against it. Before Giovanni can finish the fight, Looker, Paulo, and the player burst into the room. When Giovanni hears from a grunt that Lance and the Elite Four are on their way, he summons another grunt with an Abra to teleport Archer and himself to safety.
Kris, Lyra, Ethan, and Silver return to the Pokémon Center to meet Professor Bellis. The four express disappointment that Giovanni got away, but Professor Bellis assures them that Team Rocket will likely lay low for some time. Silver, unsatisfied with her answer, begins to leave in order to train. He reveals that when he becomes stronger, Ethan will be the first opponent he challenges. Ethan smiles, happy that Silver is his rival once again.
At Team Rocket's hideout, Giovanni and Archer discuss their next moves. Giovanni tells Archer that he intends to carry out his future plans in secret, and in order to do this, he will rely on other "business partners" on Pasio.

Galar: A Millennium into the Future
This chapter introduces Rose, Oleana, and Team Yell.
Plot
- The Galar Region's Hero
Rose talks to a group of kids about his Copperajah. When one of them asks what his job is, Oleana explains that he's chairman of the Galar Pokémon League and president of a large business conglomerate. He starts to tell the kids more about Galar, but Oleana hurries him off to their next engagement.
Later, as Rose and Oleana are visiting a Pokémon Breeder in town, Victor, Hop, Gloria, Sonia, and Leon pass by and are shocked when they notice Rose. He greets them warmly, but they are less than pleased. Rose and Oleana don't have any idea why the group thinks Rose was arrested, so they play along with Rose's assumption that they were just joking and step away to discuss what's going on. Leon doesn't think they were lying or playing innocent, and Victor suggests that they might not have done anything at all. After all, there are people on Pasio who say that they remember things slightly differently than others, so they may have come from slightly different times. So, this Chairman Rose and Oleana here might have come from a time before they caused the Darkest Day in Galar. Hop is worried that they might start something on Pasio, and Leon doesn't know how to reassure him. Rose interrupts their conversation to suggest that they walk around Pasio and talk.
- As Quickly as Possible
Leon and Sonia are too busy to go on a walk, so only Victor, Hop, and Gloria come with Rose and Oleana. While on their walk, they run into crowd watching a battle between Allister and Shauntal. They each use their sync move, sparking interest from Rose and Oleana, who have never seen them before. Hop and Victor explain briefly what sync moves and sync stones are, and Rose comments that a sync stone must hold a lot of energy. He then asks if the kids can introduce him to whoever on Pasio is an expert on sync stones, so they take Rose to meet Lear and Professor Bellis.
At Lear's mansion, Rose explains that he wants to solve the energy problem in the Galar region and around the world, and he thinks sync stones might provide the solution to that problem. He wants to take over the management of sync stones and focus sync stone research on its potential as an energy source. Professor Bellis reminds him that sync stones have boundless potential beyond being a good source of energy, and they shouldn't limit the use of sync stones to a single purpose. Lear agrees, believing that sync stones can enrich the connection between Pokémon and Trainer and that the research into them shouldn't be rushed - there are plenty of people on Pasio who abuse the power of sync stones. In addition, Professor Bellis warns that because they don't completely understand sync stones, they can be unstable at times. She wants to keep studying the utility and dangers of sync stones, so she cannot allow him to bring her research to a complete stop. Rose promises to think over their words and thanks them for their time.
Afterwards, Hop, Victor, and Gloria are concerned about the fact that Rose is still rushing to solve the energy crisis as soon as possible.
- Whispering Shadows
Hop, Victor, and Gloria report everything from their conversation with the chairman to Leon. Then, Leon explains to Lear and Professor Bellis what Chairman Rose did back in Galar. The Rose they knew turned himself in after everything was over, but the Rose that's here now doesn't seem to remember that any of that happened, so they're worried that he might try to do the same thing again. However, Leon believes that they share the same desire to create a brighter future for Galar and the world, so he doesn't want to work directly against the chairman. Professor Bellis is doubtful that he'll be able to do anything too extreme; he's only just come to Pasio and therefore won't have access to the facilities he'd need to do his own research, and she's been taking extra good care of her sync stone research data ever since Giovanni came after it.
Elsewhere, Chairman Rose laments the fact that they're dragging their feet when there's a way to save the future right in front of them, and expresses his desire to provide limitless energy to ensure everlasting prosperity for everyone. He wants to do something as soon as possible, even if people hate him for it. Giovanni, overhearing Rose's monologue, approaches Rose and offers to share with him a way to extract sync stones' power. Oleana finds him suspicious and advises that Rose not listen to him, but Rose ignores her - he can't be picky about his methods if he's going to protect the future. Rose asks Giovanni how he could gain management over all sync stones, and Giovanni says that he'd need to own Pasio to do that. He also tells Rose to keep their alliance a secret from everyone else.
- Repeated Mistakes
A few days later, Hop, Gloria, and Leon are talking to Sawyer about using the arena to host a Pokémon battle event with everyone from Galar. Unfortunately, Rose has already applied to use all the arenas on Pasio at that time, so the only place that's still available is the village square.
In the square, Piers is battling Gordie while all the other Gym Leaders from Galar watch, along with Leon, Sonia, Gloria, Hop, and Lear. A group of Team Yell Grunts are cheering for Piers, and Gordie remarks how passionate they are. Leon says that Rose is trying to compete with them by hosting Pokémon battle events in large venues, and Sonia says that they've lost a lot of their audience to him. Hop says it's suspicious, but Lear says there was nothing suspicious about the applications themselves, so they had no good reason to reject them.
Meanwhile, Victor has joined one of Rose's events to keep an eye on things. At the event, Rose gives a speech that is broadcast all over Pasio where he says that the attitude that sync stones should only be used for Pokémon battles is incorrect; he has looked at the research on sync stones and is developing technology that can utilize their energy. He presents a variety of his inventions to the spectators, and everyone is impressed. However, Victor knows that it shouldn't be easy to access the research data on sync stones, so he wonders how Rose got his hands on it. Colress, Clemont, Sophocles, Molayne, and Volkner are all impressed by Rose's presentation, with Clemont wondering if Rose could help with his inventions. Rose then laments that the potential of sync stones has been ignored in favor of using them as tools to promote Pasio, and he blames Lear for controlling and monopolizing the use of sync stones. He says they need to act as quickly as they can to research how to use sync stones for energy, and to that end, he would like to take over the management of all sync stones.
- Headed for the Same Future!
After the speech is over, Victor approaches Rose and asks him how he got ahold of the data on sync stones. Rose says he received it from his new business partner, though he does not disclose their identity, saying that he doesn't care who he works with for the sake of a prosperous future.
Sync pairs across Pasio react to the speech in different ways. Some think it's ridiculous to think about a problem that might happen a millennium from now, while others - such as Professor Sycamore - say that it's worth thinking about how to preserve the world for future generations. Some think that it's definitely a good idea, while others are skeptical about having one person managing all of the sync stones.
Several days later, Victor, Hop, and Gloria are talking with Lear, Sawyer, Rachel, and Professor Bellis about the effect Rose' speech had on the island, with some people taking Rose's words to heart and criticizing Lear for "monopolizing the use of sync stones". Hop says that the island has started to split into opposing factions, with some people supporting Rose and some people supporting Lear. Lear doesn't want to leave it completely alone, for fear that things will get worse, so Leon steps up with Piers, Marnie, and Team Yell to fight back. Before Rose can do anything like causing the Darkest Day again, Leon wants to tell him that he doesn't have to change the future alone, because they can do it together. Victor, Gloria, and Hop all agree to help, so Leon says that they're going to start battling each other in order to understand each other and move towards the future they share.
- Leon's Wish
Now wearing his outfit from the Battle Tower, Leon watches a battle in the village square between Raihan, a Youngster, and a Preschooler. Marnie, Piers, and Team Yell cheer for the kids. Together, they manage to defeat Raihan's Gigalith, and Raihan congratulates them on their teamwork. Raihan says that if they can't do something on their own, they can work together with others to be even stronger, which Leon agrees with; he tells the kids to remember that they can overcome any obstacle if they work together.
In Lear's villa, Oleana reports to Rose that Leon has been hosting Pokémon battle events focused on using sync stones all over Pasio. Rose isn't surprised at all by this, and says he'll proceed with his next step. He then asks Oleana to prepare for the announcement of someone's incredible inventions.
Back in the square, Gloria approaches the group wearing her uniform from the Gym Challenge and says they've got a problem - there's been an announcement in town about inventions that use sync stones. So, she and Leon head to town and find Rose and Oleana surrounded by a large group of people. Rose teases Leon about having an event to attend, and Leon turns his attention to the others with him - Clemont, Volkner, and Sophocles, who look a little sad. Leon asks Rose what they're doing here, and Rose says they're collaborating with him to use sync stone energy more effectively. Rose says that they don't understand - he doesn't intend to limit sync stones' potential. Then he asks them whether they should prioritize the potential of people and Pokémon or the energy problem.
- Rose's Methods
Rose says that their time is limited, so they have to prioritize something. The ideas and technology formed by the young inventors will eventually wither away - it doesn't last forever. But the relationship between people and Pokémon can flourish right now, without having to rely on sync stones. So, he thinks they should take their time with researching that and focus now on researching energy use that could save their future. Volkner doesn't think that Rose plans to use sync stones maliciously, so he doesn't think it's bad for him to be in charge of the sync stones, and Clemont says it's not a bad thing for them to create inventions that light up the future. Gloria asks why they all seem unhappy if that's the case - they're passionate about inventing things, but right now they don't seem excited at all. Volkner admits that Rose's request involves a lot of restrictions, which Rose says isn't true. They just don't have time to play around, so they have to eliminate anything useless - including their ideals. Clemont says that if that's the case, they can't create what Rose wants, so they excuse themselves.
Rose is disappointed, and Leon points out that with the way he's going about things, he is going to limit sync stones' potential. His methods shut other people down, which will make them not want to help him. His options will keep dwindling until he ends up in a position where no one will help him, and he can't save the future a millennium from now like that. However, Rose says that his methods do work - his success in building up Macro Cosmos is proof of that. Leon says that if Rose still doesn't understand after this conversation, there's only one option left: they need to have a Pokémon battle. He challenges the chairman to a group battle to show him the importance of connecting with others. Rose says that he won't change his mind, even if he loses, but he'll accept Leon's challenge if that'll make him happy. He says that with Leon as his opponent, he'll obviously be at a disadvantage, so he asks Leon if he can bring along some supporters. Leon says that Rose can bring whoever he wants, but Leon will win and change Rose's mind.
Later, Victor meets up with Looker in an alley. Looker says he gathered information on the matter Victor wanted him to look into, and he's determined that Rose's partner is none other than the boss of Team Rocket, Giovanni.
- The Decisive Battle Begins
In Professor Bellis's lab, Victor and Looker tell Leon and Gloria what they found out about Rose's partner. Looker says they're using their usual method of stirring up trouble and then committing crimes while the attention is on someone else. Leon is angry that they're just using Chairman Rose to get what they want. Gloria says they need to tell Chairman Rose about this immediately, hoping that he'll stop if he finds out that he's been working with Team Rocket. However, Victor doesn't think that'll work, recalling that Rose said he doesn't care who he works with for the sake of a prosperous future. Leon agrees, since it's not that different from how he carried out his plan back in Galar even knowing the dangers of awakening Eternatus. He says they need to fundamentally change Chairman Rose's way of thinking when they battle him.
On the day of the tournament, Leon greets the crowd. Gloria, Marnie, Hop, Victor, Rose, and Oleana watch from the battlefield as Leon explains the rules for the upcoming battle. Each side will have nine Trainers, and they'll go head-to-head using Pasio's three-on-three team battle format; the team with the most wins overall will be the victor. On the sideline, Piers reminds Team Yell to cheer for Marnie with all they've got.
All around Pasio, Trainers are gathering to watch the tournament. Sonia, Nessa, and Raihan watch a crowd discussing which side they think will win, and they comment that while this was announced to the public as just another tournament, it doesn't feel that way. People are seeing this as a way to settle the score between Lear's supporters and Rose's supporters. Raihan wonders why Chairman Rose is looking so confident, since normally he'd have no chance to win in a battle against Leon.
Leon's team for the first round is Hop, Marnie, and Gloria, and he gives them a few words of encouragement before the match begins. Then, they discover they're facing off against Saturn, Jupiter, and Mars of Team Galactic.
- Taking Sides
Hop and Gloria are shocked that the other supporters Rose was referring to were Team Galactic. Marnie says they're troublemakers from Sinnoh, which Jupiter thinks is rude. They're working towards completing the human spirit, and they think that advancements in the practical uses of sync stones will be beneficial for them. However, Saturn assures them that they don't agree with Rose's ideology, and Mars says the only person whose orders they listen to is Cyrus.
Piers and Team Yell cheer for Marnie as the battle begins. Hop's Zamazenta boosts the team's stats while Marnie's Morpeko goes on the offensive. Jupiter tries having her Skuntank target Morpeko, since it looks weak, but Hop's Zamazenta shields it from the attack. Finally, Gloria's Cinderace Gigantamaxes and defeats Skuntank, Saturn's Toxicroak, and Mars's Purugly to win them the battle. As the young Galarians celebrate their victory, Saturn comments that the connections between hearts have endless potential after all.
The second battle pits Sawyer, Rachel, and a Beauty who works for Lear against Courtney and Tabitha of Team Magma, plus Oleana. Oleana tells her allies that they can't lose, so they should battle with caution. Courtney tells Oleana not to boss her around - she's only here to help the development of humanity and their leader. Oleana says that they wouldn't be in this situation if Lear just gave up his mining rights, which angers Rachel and the Beauty. Tabitha is a little scared of the battle, but Sawyer says he'll take Tabitha on.
The battle begins with Sawyer's Honchkrow and Rachel's Umbreon charging the other team and the Beauty's Venusaur attacking right after, dealing big damage to Tabitha's Golbat and Courtney's Camerupt. This peeves Oleana, who declares that she won't let anyone interfere with Rose's plan and has her Garbodor Gigantamax to take out the other team. Rachel and Sawyer mourn their loss, but they have faith that their young master will win.
For the final battle, Leon's team, consisting of himself, Lear, and Victor, arrives on the field first. Rose's teammates arrive one at a time and explain why they decided to support Rose: Maxie, who says that Team Magma works for the development of humanity, and Colress, who says that Rose's research piqued his interest. This leaves Lear a little miffed that Colress would switch sides on him. Rose finally arrives on the field, declaring that they'll have a "champion time".
- A Small Step into the Future
The battle begins with Maxie's Groudon attacking Victor's Rillaboom. Then, Colress's Klinklang attacks Leon's Dragapult. Rose's Copperajah tries to get in a hit on Dragapult while it's stunned, but Lear's Hoopa swaps places with it. Lear tells Rose that he once only believed in his own strength, thinking that was all he could rely on, but the Trainers he met on Pasio changed him. He and Hoopa use a sync move on Copperajah, something that Lear says he wasn't capable of back then. He let his fixation on power get the best of him, so now he wants to steer Pasio and the power of sync stones in a better direction. He pleads for Rose to trust them. Rose says again that they simply don't have the time for that, and he Gigantamaxes his Copperajah. Leon and Victor don't back down, and their Pokémon survive Copperajah's Max Move. Leon says that he couldn't have taken that attack on his own, because there's only so much he can do by himself. Victor chimes in to say that if they all forge onward together instead of moving alone, they can accomplish so much more. Leon's wish is to become strong with everyone from Galar, and he wants Chairman Rose to be a part of that. Lear says that there are still a lot of mysteries surrounding sync stones, so Rose's help with the research would be appreciated - they can research using sync stones for energy and using them to connect people and Pokémon at the same time.
Rose considers their words and accepts defeat, returning his Copperajah; Colress and Maxie do the same with their partners. Rose admits that the shine of their sync stones is proof of the strength of connections, and he can't shine like that on his own. He recognizes that approaching sync stones scientifically was misguided, since they're rooted in the power of the human heart, and he also recognizes that sync pairs need a place to compete with each other freely. So, clearly, monopolizing sync stones himself isn't the best way of doing things. He invites Lear to be his partner in sync stone research, and Lear says he looks forward to it.
As the group chats happily on the battlefield, Rose and Oleana watch from a distance. Leon approaches Rose and says there's something he wants to talk to him about.
That night, Rose and Oleana are standing on the beach when they're approached by Giovanni. Giovanni is furious that Rose backed down from taking over the management of sync stones, and he asks Rose to explain himself. Rose says he realized Giovanni's methods weren't enough and changed his plans. He also says that they were both planning on using each other and reveals that he knows who Giovanni is. Giovanni concedes this to him, and it was easy for him to move about for a while thanks to all the commotion Rose caused, so he did gain something out of their deal. He then tells Rose to look forward to what's about to happen.
A few days later, Rose stands in the stadium, welcoming people to Pasio. He talks a little about what Pasio is and what sync pairs are, and then he introduces Leon and Charizard for an exhibition match against Gloria and Cinderace.

Paulo: The Path Forward
This chapter focuses on Paulo and his quest for strength. It also introduces Tina, Paulo's childhood friend.

Final Chapter: Where Ideals Cross Paths
This chapter serves as a sequel to all the other chapters of the Villain Arc, and as such can only be played after the player has completed all the other chapters.
Plot
- Unstoppable Power
Paulo and a group of Team Break members are battling a pair of Team Aqua Grunts and Team Magma Grunts. Paulo tells them that they have two options: to leave their organization and any loyalty and ideals that go with it, or join Team Break and be under his command. When they refuse to betray their bosses, Paulo declares he has no choice but to take them down, and he has Hoopa summon a Regice, a Galarian Moltres, and a Tornadus to destroy them.
Just in time, the player - Scottie or Bettie - shows up alongside Brendan, Rosa, and Gloria, giving the grunts an opening to flee. Rosa pleads for Paulo to stop, but he says he can't back down now and that no one else is willing or able to do this, so he has to do it himself. This reminds Gloria of Chairman Rose, so she tries to tell him that that's not true, but Paulo won't listen, and Hoopa defeats the player. However, they hear the player's allies approaching, and Paulo decides to retreat because it'll be a pain to deal with more of them. Before he leaves, Paulo tells the player that it's not the right time to settle their score yet, and he demands that the player stay out of his way until he's become the "last evil".
- The Target
Serena, Ethan, and Dawn arrive, and Brendan and Gloria tell them what Paulo said about having no choice but to become the "last evil". Ethan points out that if his goal is to destroy all evil, then once he accomplishes that, he'll want someone to take him down as well. Serena says that he shouldn't have to shoulder that responsibility all by himself, and she doesn't want him to experience the kind of sadness that Professor Sycamore and Lysandre felt. Ethan says that Paulo can become stronger without going down the path of evil, and he just doesn't like asking for help, much like Silver. Rosa says that just because Paulo made a mistake doesn't mean there's no going back, just like how N and Hugh came to an understanding. So, the group resolves to show Paulo that it's not too late for him to stop and work with others.
Elsewhere, Paulo and Team Break defeat some Team Galactic Grunts with Uxie, Mesprit, and Azelf. One of the Masked Men comments to Paulo that Team Break has been growing a lot since forcing the other villainous teams' members to join them, and Paulo notes that most of the other organizations are afraid of them now. So, he decides that their next move will be to take down Team Rocket. After receiving the news in Team Rocket's hideout, Giovanni declares that it's time for them to make their move as well.
- The Adult Way
In the Centra City Pokémon Center, Tina and the player are talking to Trista, Trinnia, and Tricia when Professor Bellis arrives and informs them that Team Break has launched a large-scale attack on Team Rocket. Tina and the player immediately understand and rush off to go find Paulo.
Team Rocket Grunts and Team Break members are battling all over the city. Looker, Nanu, and Anabel show up to stop them, but Looker's Croagunk is immediately taken out. One Team Rocket Grunt pulls out a Nihilego to fight with, confirming Anabel's suspicions that Team Rocket got their hands on Ultra Beasts.
Meanwhile, Paulo and a pair of Team Break members arrive in Team Rocket's hideout and confronts Giovanni, Archer, and Ariana. Giovanni compliments Paulo's attitude and leadership, and he invites Paulo to join forces with Team Rocket. He thinks it's pointless for them to keep fighting each other and draining their resources when together, they could take complete control of the world. And, if they have complete control over the world, Paulo would be able to create the world without evil that he desires. However, Paulo refuses the offer, saying that Giovanni prioritizes himself above anything else, and that's the kind of thinking Paulo despises most. Giovanni is disappointed, and he and his executives send out their Pokémon to battle Paulo and his Masked Men.
The Team Break members are able to defeat Archer and Ariana using a Terrakion and Landorus summoned by Hoopa, but Giovanni's Mewtwo Mega Evolves and knocks them out. Paulo simply has Hoopa summon more Legendary Pokémon. Giovanni commends Paulo for not being all talk, but then appeals to Hoopa, inviting it to join him and use its power as much as it likes. Giovanni's sync stone shines, and to Paulo's shock, Hoopa - along with the Lugia and Ho-Oh that it summoned - leaves his side and joins Giovanni. Giovanni boasts that taming a Pokémon rampaging around on pure instinct after having its power unleashed - just like he did to Mewtwo in the Kanto chapter - is child's play for him.
- Wrong Choice
Ariana and Archer praise Giovanni for taming Hoopa, and the Team Break members Paulo brought along immediately switch to Giovanni's side. Paulo feels betrayed, but the Masked Men say that there's no point in following him now that he's lost control of Hoopa's power. Giovanni asks if Paulo is still clinging to the idea of connections with other people and Pokémon, which Paulo doesn't deny. Giovanni then says that it was a smart decision to reject friendship and bonds, since the adult world is heartless, but Paulo still didn't gain enough power. He says that Paulo made the wrong decision to not join forces with him just because he resents Giovanni - that he could've noticed the strength difference between Giovanni and himself, or pretended to cooperate at first, but then launched a surprise attack. He says that Paulo still has a lot to learn about operating like an adult, and at Giovanni's command, Hoopa teleports away with Giovanni and all his allies. Just then, the player and Tina arrive.
In the city, Giovanni and Team Rocket start using Hoopa's power to summon Legendary Pokémon. Steven, Lance, and Cynthia show up to fight them, but their Pokémon are swiftly defeated. Ariana, Archer, and a group of Team Rocket Grunts march into Lear's villa to fight Lear, Rachel, and Sawyer. Brock, Erika, and Misty, all wearing their sygna suits, struggle against Proton and Petrel in another part of the city.
Back in the Pokémon Center, Looker reports to Tina that Team Rocket has been slowly taking over Pasio. Red, Lear, and the Champions are doing their best to stop them, but he doesn't know how long they can protect the island. Looker and Tina glance at Paulo, who has been listening to the whole conversation, but won't look at them. Looker says that he's not going to lecture Paulo as long as he takes responsibility for what he's done, and he can't keep moping about forever. They need to figure out what to do, and Looker hopes Paulo can find the power within him to help them and face his mistakes. Looker then says he has to go - Croagunk's injuries aren't fully healed, so he can't battle, but he can support the sync pairs still fighting. After Looker leaves, the player arrives with Professor Oak.
- Once Again...
Professor Oak, having been told by the player what happened, guesses that Paulo has been reflecting on what true strength is and wondering why he lost to Giovanni. He recalls having a similar conversation with Blue after he lost to Red, and Professor Oak gives Paulo the same advice that he gave Blue back then: he needs to love and trust his Pokémon. Paulo admits that he knows it was wrong, but he threw away love, trust, and his Rockruff, so he doesn't think he deserves to battle alongside Rockruff anymore. Tina, however, says he's being a dummy - even though he thinks that way, Rockruff doesn't. Then, to Paulo's shock, his Rockruff comes bounding up to him from the back of the Pokémon Center, followed by Trista, Trinnia, and Tricia.
Trista reports that Rockruff has been restored to full health. Tina explains that she found him somewhere isolated, trying to heal his wounds, and she thinks Hoopa teleported him to safety just before it got hit by Kyurem's attack. That's why she had said they should go look for Rockruff together. Trista, Trinnia, and Tricia say that it would've been bad if they hadn't treated him when they did, so they're grateful to Tina for finding Rockruff and carrying him back to the Pokémon Center. Paulo starts to apologize to Tina, but she tells him to apologize to Rockruff first. Paulo apologizes and asks Rockruff to stay with him, to which Rockruff happily agrees. Paulo returns Rockruff to his Poké Ball and then apologizes to Tina, Professor Oak, and the player. He acknowledges that he's the reason they're in this situation, and he'll accept any punishment they want to give him later, but first he wants to work together with them to protect Pasio. The player happily accepts his request, and Professor Oak says he can bounce back from his mistakes no matter how many he makes. Professor Oak also promises to do his best to support Paulo in pursuing his goals. Tina says that she has a device that Colress made to help Paulo that can return Hoopa to its usual form. A small smile makes its way onto Paulo's face as he realizes how many people have been trying to help him. The player suggests that they use Colress's device to stop Giovanni, but Paulo says that's not quite right - they need to focus on finding Giovanni and saving Hoopa by returning it to its original form while the other sync pairs focus on protecting Pasio. They might need to battle him to get an opening, but they don't need to worry about defeating him. The player and Tina are happy to go along with this plan.
Suddenly, some Team Rocket Grunts crash into the Pokémon Center. Professor Oak volunteers to take care of them and sends out his Mew. Paulo is a little worried that the professor won't be able to hold them all off on his own, but Trinnia, Tricia, and Trista say that they can hold their own, too, revealing that they own a Chansey, Blissey, and Happiny, respectively. Professor Oak tells them to go and save Hoopa, and Paulo tells them to stay safe. Paulo, Tina, and the player leave the Pokémon Center, with Paulo vowing that this time they'll be the ones to save Hoopa.
- Shadow of Lies
Paulo, Tina, and the player are heading through a forest when they're suddenly approached by Blue, Red, and Leaf. Blue says that they stopped Team Rocket without needing the help of Paulo, Tina, and the player, and he invites them to join their group for a celebratory party. Paulo and the player are suspicious, though, and Paulo asks Blue if Professor Oak is already at the party. Blue says he is, which Paulo, Tina, and the player know isn't true. Paulo guesses that they've come to take out the player, and Blue gives up on the ruse, revealing that he was actually Petrel in disguise, and Red and Leaf were two disguised Team Rocket Grunts. Proton arrives, lamenting that the trickery was a waste of time, and he and Petrel declare that they'll have to take down the player by force. Paulo says that he won't allow that to happen, and Proton taunts him by calling him a weakling who has to hide behind the player without Hoopa's power.
Suddenly, Archie and Maxie arrive and volunteer to play with the executives instead. Archie says that their goal now is to protect Pasio, and Maxie says that they've united with other organizations across Pasio to fight their common enemy, which right now is Team Rocket. He also says that he and Archie don't plan to take revenge on Paulo for his actions with Team Break, since they see themselves in Paulo and want to give him the chance to learn from his mistakes, just like they did. Maxie and Archie then urge the kids to head off and save the island while they take on Petrel and Proton.
- A Pasio Solution
A group of Team Rocket Grunts are preparing an ambush for the player's group. However, Cyrus arrives says that he won't allow them to stop the kids. While the grunts are distracted, Paulo, Tina, and the player successfully run past them. This frustrates the grunts, and Cyrus orders his commanders to fight them.
At the ruins, Colress and N are fighting a group of Team Rocket Grunts who are using Legendary Pokémon summoned by Hoopa. From their voices, N can tell that something is wrong with the Pokémon, and he postulates that they've lost control of themselves due to the effect Hoopa's rampage has on sync stones. Colress is thrilled because he's been investigating how Team Rocket and Team Break were able to control Legendary Pokémon with ease, and N's statement confirms not only his hypothesis, but also the fact that N can understand the voices of Pokémon. As Colress gets excited about the possibility for N's ability to draw out the full potential of Pokémon, N reminds him that they should focus on the battle.
On a beach, Ariana declares that Oleana and Lusamine have no chance to defeat her and all the grunts she has at her disposal. Oleana declares that she has no idea how an organization fights, but before Oleana can teach her that lesson, Malva shows up and offers to lend them a hand. Lusamine thanks her for the assistance, and she, Oleana, and Malva prepare to take Ariana down.
In town, Team Yell and Team Skull have gathered to fight Team Rocket. Piers and Guzma are ready to make some noise, while Marnie and the Team Yell Grunts cheer everyone on; Plumeria thinks it's not too bad to get cheered on like this.
Back at the ruins, Colress and N are starting to struggle a bit. Fortunately, Rose and Lysandre show up to assist them. After all, they don't want to leave the future of Pasio in the hands of people like Team Rocket. N marvels at this cooperation that can only happen on Pasio.
- What I Should Do
Tina, Paulo, and the player arrive in a square. Tina says Colress's device is pointing them towards the stadium, which must be where Giovanni and Hoopa are. However, Archer shows up and says that they won't be reaching that location. He says that Team Rocket will regain its former glory here on Pasio and they won't accept failure — not like last time, when Team Rocket disbanded. Just as he's preparing to crush the kids, Ghetsis appears with Kyurem and the Shadow Triad. Archer asks what he expects to gain from getting in their way, and Ghetsis says that he despises people who take advantage of the plans he made. He was going to use Hoopa's power to take control of Pasio, but then Paulo went and ruined it all — and now he refuses to let Giovanni succeed with the plan he created. He says he'll let Paulo's transgressions slide if he cooperates, which peeves Tina because Ghetsis is the one who hurt Rockruff. However, Paulo tells her it's OK, since Ghetsis isn't their main problem right now. Ghetsis tells them to get on with crushing Giovanni's plans, so Paulo, Tina, and the player run off to find him and Hoopa.
The trio finds Giovanni with Hoopa on the battlefield of the stadium, waiting for them. He congratulates them on making it this far, and he promises to face them fair and square as a sync pair. Paulo apologizes to the player and Tina that he'll be depending on them, but they're happy to support him. Giovanni then sends out his Mewtwo and Nidoking to battle alongside Hoopa.
- No Getting Lost
Paulo, Tina, and the player begin battling Giovanni. When Paulo and Tina are put into tight spots by Giovanni's Pokémon, the player sends out their Solgaleo and Torchic to defend them. Giovanni commends them for their teamwork, but he wonders how long they can last against him. Paulo knows he's right, and he tries to figure out what they can do. Giovanni then asks Paulo if he's gone back to believing in friendship and justice, pointing out that that'd put him right back where he started. He says that Paulo won't find the power he seeks in the bonds of justice. Paulo admits that he had been forcing himself to rely on the power of connections before by logic alone, but after making mistakes and accepting his own weakness, he's finally noticed the bonds he has with all his friends and how they can lend each other strength. He vows to stop being indecisive and follow his path, and his emotions resonate with Rockruff, allowing it to evolve into Dusk Form Lycanroc.
Tina and the player congratulate Paulo, and Giovanni dares him to show off his so-called strength. He Dynamaxes his Nidoking, but to his shock, Paulo Dynamaxes his Lycanroc as well. Paulo says he's learned a lot of things, including from Giovanni, and Giovanni retaliates by Mega Evolving his Mewtwo. However, the player's Solgaleo and Pikachu manage to counter it. Giovanni then has Hoopa prepare an attack, but the player's Torchic counters it. This gives Tina an opening to have Flareon use Colress's machine on Hoopa, turning it back to its Confined form. Tina beckons Hoopa over, and it happily floats to her side. Paulo tells her to take Hoopa and run before Giovanni can take it back, but to Paulo's shock, Giovanni concedes defeat and returns his Mewtwo and Nidoking.
- Conquering Evil
Giovanni receives a phone call from his subordinates, confirming what he had already suspected: once Hoopa regained its senses, all the Legendary Pokémon it had summoned stopped listening to Team Rocket's commands. The few Ultra Beasts they captured won't be enough to take on the sync pairs of Pasio on top of all the other organizations, so while he could probably win if he kept fighting them, there wouldn't be any point. Paulo says that it's not like Giovanni to give up so easily, and he guesses that Giovanni already has his next plan in mind. Giovanni confirms that he hasn't given up on taking over Pasio yet, and Paulo says he won't give up either. Giovanni asks if he still wants to destroy all evil in the world, and Paulo admits that it's impossible to truly destroy all evil. However, he's going to keep fighting evil with the strength that comes from his heart — the strength that will let him protect the things that are important to him. For now, force is all he has, but someday he's going to conquer all evil with his heart, even Giovanni. Giovanni says he looks forward to seeing how much strength Paulo will obtain, and then teleports away with Mewtwo.
Later, Tina and the player meet up with Paulo, Emma, Looker, and Anabel in town. Paulo announces that he'll be working with the International Police for his probation, with Looker supervising. Looker says that Paulo's learned a lot from those villainous organizations, and he hopes Paulo can use that knowledge to help them protect the weak and face evil. Paulo thanks Looker for getting that arranged, and while Looker says it was a breeze, Emma and Anabel reveal that it wasn't so easy. Anabel and Nanu both helped to get this arranged because they want to support Paulo, and she looks forward to working with him.
The group is then approached by Lear, who is once again accompanied by Hoopa. Paulo starts to apologize to them again, but Lear instead thanks him for bringing back Hoopa. Paulo starts to protest that it was all his fault, but Lear tells him not to worry about it — he saved Hoopa, and that's what matters. Lear also commends him for drawing out Hoopa's strength, albeit imperfectly, and encourages him to use his skill to its fullest here on Pasio. Tina suggests that they do some training together now that that's all settled, and Paulo says they should have a fun battle.
Meanwhile, Giovanni watches Paulo and the player battle from a terrace above. He watches Paulo's smiling face and wonders how his next scheme will turn out.
