Trivia
Origin
Lt. Surge's design is based on his appearance in Pokémon HeartGold and SoulSilver. Lt. Surge uses Voltorb during his Gym battle with the player in the Kanto-based core series games, while doing the same with Electrode in the Johto-based core series games. Voltorb and Electrode's Dex entries come from Pokémon Ruby.
Raichu is Lt. Surge's signature Pokémon in the core series games, with it being his highest-level Pokémon in the Kanto-based games. Raichu's Dex entry comes from Pokémon Ultra Sun.
