By Move Tutor
By TM/Move Tutor
Draco Meteor can only be tutored to Dragon Pokémon (with the exception of Arceus, which can learn it regardless of which Plate it's holding). In the Sinnoh region, the tutor (grandma Wilma) can be found on 210 in her house, and in Johto, the tutor is in Blackthorn City. In the Unova region, the Opelucid City's Gym Leader, Iris or Drayden will teach this move instead, with the same requirements.
Various Move Tutors will teach Draco Meteor to a Dragon Pokémon. From Generation IV to VII, the Pokémon also needs a maximized friendship rating. It can be taught to Arceus while it is holding the Draco Plate and to Silvally while it is holding the Dragon Memory. However, in Sword and Shield and Legends: Arceus, any form of Arceus or  Silvally will be allowed to learn the move. The move cannot be taught to Pokémon that only become Dragon-types via Mega Evolution, Ultra Burst, or abilities such as Protean and Libero, as their Dragon typing cannot be accessed outside of battle. The Move Tutors are:
* DPPtBDSP: Grandma Wilma in her house on 210.
* HGSS: a Tutor in Blackthorn City.
* BWB2W2: Iris/Drayden in Opelucid City.
* XY: a Black Belt in a house on 21.
* ORAS: an Expert in Sootopolis City.
* SMUSUM: a female Ace Trainer in the Pokémon Center in Seafolk Village.
* SwSh: an elderly man in the Hero's Bath in Circhester.
* LA: Zisu in Jubilife Village for PDollar4,000.

Pokémon Mystery Dungeon series
Draco Meteor inflicts damage on enemies in the room. The user's Sp. Attack is then reduced by two stages.

Whereas Draco Meteor was exclusively a tutor move in main series prior to Generation IX, it is taught differently in Mystery Dungeon:
*In Pokémon Mystery Dungeon: Explorers of Time, Darkness, and Sky, all available Dragon Pokémon can learn Draco Meteor at level 72 if it has at least 300 IQ points. If this requirement is not met until after level 72, Draco Meteor can be relearned at Treasure Town.
*In Pokémon Mystery Dungeon: Gates to Infinity, all Dragon Pokémon can learn Draco Meteor by TM. The TM is obtained once Paradise reaches Perfect Rank.
*In Super Mystery Dungeon, once the player finishes the epilogue's story arc, all Dragon Pokémon can learn Draco Meteor at Hawlucha's Slam School at a price of 11,000.
*In Mystery Dungeon: Rescue Team DX, the move can be taught at Gulpin Link Shop after completing the main story at a price of 11,000.

Pokémon GO
In Pokémon GO, Draco Meteor is a Charged Attack that has been available since February 9, 2018.

Similar to Blast Burn, Frenzy Plant, and Hydro Cannon, the Pokémon that the move is to be taught to must have its friendship rating maximized.

Pokémon Mystery Dungeon
Notes:
In Pokémon Mystery Dungeon: Explorers of Time, Darkness, and Sky, all Dragon Pokémon prior to Generation V can learn Draco Meteor at level 72 if it has at least 300 IQ points. If this requirement is not met until after level 72, Draco Meteor can be relearned at Treasure Town.
*Draco Meteor:
** Description prior to Version 2.10.0 (released on June 28, 2021): <u>Sharply</u> lowers the user's Sp. Atk.
** Steven's passive skill Downside Up makes this move boost their Sp. Atk by two stat ranks after use, instead of lowering it.
** Drasna's passive skill Team Sp. Atk ↓ Immunity and Ryuki's passive skill Dauntless both prevent this move from lowering their Sp. Atk after use.
*Dimensional Defender Draco Meteor
** This sync move could not be raised to 6★ EX until July 29, 2022, which was 911 days after its release date (on January 30, 2020).
** Zinnia's power boost is only accessible through the villain event Team Aqua's Stormy Seas.
*Miracle Idol Draco Meteor
** Even the Dragon Zone, which powers up Dragon-type attacks, must not be present for this attack's condition to be fulfilled.
** Past descriptions:
*** Main text prior to Version 2.16.1 (released on December 27, 2021): Become Altaria until the end of battle. This <u>move's</u> power increases <u>if</u> there are no field effects on the opponents' field of play and also no effects on the entire field of play, including weather <u>or terrain</u> effects.
*** 6★ EX effect's description prior to Version 2.18.5 (released on March 15, 2022): <u>Additional Effects: Power of sync move increases by 50%.</u>
*** Main text from Version 2.16.1 to Version 2.20.0 (released on April 27, 2022): Become Altaria until the end of battle. This <u>move's</u> power increases when there are no field effects on the opponents' field of play and also no effects on the entire field of play, including weather, terrain, or zone effects.

Learnset

By TM/Move Tutor

Various Move Tutors will teach Draco Meteor to a Dragon-type Pokémon. From Generation IV to VII, the Pokémon also needs a maximized friendship rating. It can be taught to Arceus while it is holding the Draco Plate and to Silvally while it is holding the Dragon Memory. However, in Pokémon Sword and Shield and Pokémon Legends: Arceus, any form of Arceus or Silvally will be allowed to learn the move. The move cannot be taught to Pokémon that only become Dragon-types via Mega Evolution, Ultra Burst, or abilities such as Protean and Libero, as their Dragon typing cannot be accessed outside of battle. The Move Tutors are:

Trivia

 • In November 2005, prior to the release of Pokémon Diamond and Pearl, it was announced that, in the following year, the January issue of Japanese magazine CoroCoro Comics would run a contest in which fans could propose name ideas for a new Dragon-type move.[1] In May of the same year, りゅうせいぐん Ryūseigun, later localized as Draco Meteor, was announced as the winner.[2]
 • Its Japanese name contains りゅう ryū (dragon), a likely reference to the move's Dragon type.
 • In Pokémon Masters EX, Miracle Idol Draco Meteor is the only Dragon-type attack that is less powerful in a Dragon Zone (1.5× damage) than outside of it (2× damage if no field effects are present).
