Maxie (Japanese: マツブサ Matsubusa) is the head of Team Magma. He is the only character in the games to have the Trainer classes Magma Leader (Japanese: マグマだんリーダー Team Magma Leader) and Team Magma (Japanese: マグマだん Team Magma).
In the core series games
In Pokémon Sapphire, Maxie helps the player against Team Aqua. He does not have an active role in the storyline and cannot be battled.
In Pokémon Ruby and Omega Ruby, he first appears in an attempt to steal the Devon GoodsR/Devon PartsOR from Captain Stern at the Oceanic Museum in Slateport City. Later, Team Magma members steal a Meteorite from Professor Cozmo in Meteor Falls, and use it in an attempt to erupt Mt. ChimneyR/to fashion an artificial Mega Stone for GroudonOR. In Pokémon Emerald, he first appears in Meteor Falls, stealing the Meteorite in an attempt to light up the crater within Mt. Chimney. Then, in Pokémon Ruby and Omega Ruby, after CourtneyR/TabithaOR raids the Weather Institute, Maxie steals the Blue OrbR/Red OrbOR from Mt. Pyre. Later, he and the Team Magma members turn up in Slateport again as Captain Stern announces a discovery he has made about the Seafloor Cavern. Team Magma promptly steals the Submarine Explorer 1 that Captain Stern has built and goes for the Seafloor Cavern to awaken Groudon. In Emerald, after failing at the summit of Mt. Chimney, Maxie instead sends Team Magma members to make a secret hideout which has been moved inside the volcano.
Maxie finally awakens Groudon using the colored Orb stolen from Mt. Pyre, although he quickly loses the control over the Legendary Pokémon. Later, Team Magma raids the Mossdeep Space Center, trying to use the rocket fuel to make Mt. Chimney erupt. The protagonist and Steven appear just in time to stop him and Tabitha from achieving this. When defeated a third time, Maxie sees the error of his ways, later disbanding Team Magma and attempting to stop Groudon and Kyogre's fight.
In Ruby and Emerald, after Groudon is calmed, he returns the Blue Orb to Mt. Chimney, disbands Team Magma, and is never seen again. In Omega Ruby, the energy amassed in the Cave's jewels emit a green beam skyward after Primal Groudon is defeated, which casts an emerald spectrum of falling lights across the region. Maxie, profoundly affected by the experience, is at first hesitant to accept Archie's offer to start over, believing himself unworthy of redemption. However, Tabitha encourages him to at least try, offering his continued loyalty to him from that point onward. Softly thanking his Admin, Maxie willingly relinquishes the Red Orb to the player and departs with Archie to begin their mutual reformation.
During the Delta Episode, Maxie is confronted in the Magma Hideout by one of his former grunts, Zinnia, who is stealing Key Stones in order to summon and Mega Evolve Rayquaza. When his Key Stone is stolen, he entrusts the player with his Cameruptite to stop Zinnia's apparent rampage. When the world is spared from the meteor, Maxie summons Courtney to his quarters, where she tearfully apologizes for her recklessness. Shocked by the sight of his normally stoic Admin crying, Maxie agrees to forgive her on the condition that she forgives his actions and conduct, recognizing that this and the failure of their plans drove her into despair. He explains his intent to start Team Magma over, having learned the importance of understanding and working with even those he disagrees with, to which she accepts. He welcomes the player to visit them in their hideout anytime, taking on the role of a friend to them. This friendship even extends to being available to partner with them in the Battle Maison's Multi Battle mode.
In Alpha Sapphire, Maxie and his Admins make a brief reappearance at the Battle Resort when the player first visits the location with Wally after the Delta Episode. During the encounter, Maxie ponders the possibility of him having been the villain the player would've had to stop instead of Archie, alluding to his role in Omega Ruby. However, he disregards such thoughts as mere fantasy, and has Courtney hand the player a Cameruptite before leaving.
An alternate universe version of Maxie, in his Generation III design, appears as a member of Team Rainbow Rocket in Pokémon Ultra Sun and Ultra Moon. He is one of the first two bosses the player must face, along with Archie. When the player reaches him in Team Rocket's Castle, he reveals that, in the world he came from, he succeeded in enacting his plans to expand the planet's landmass, only to be dropped into a great fissure that opened up beneath him. When he came to, he discovered that he was in the game's world. Though he does intend to go back to his world, he declares his intent to use Groudon to turn the game's world into his ideal state as well. After being defeated in battle — despite using Groudon against the player — he allows the player to activate the switch hidden in his room's painting so they may progress further. He later comes out into the castle's main hall while Guzma is helping to hold two Team Rainbow Rocket Grunts at bay, only to come face-to-face with Archie, mistaking him for the Archie from his universe. The two exchange words and decide to battle each other in order to see which of them gets to rule Alola, but as they leave, they are both warped away by an invisible force.

Pokémon the Series: Ruby and Sapphire
Maxie first appeared in Gaining Groudon. His goal was to expand the land of Hoenn, believing that if so, the land would be peaceful. After Team Magma captured Ash and his friends aboard their mobile sea base, they brought them to Maxie. He explained to the group his goals and how Team Magma was going to accomplish them through Groudon. In the process, he revealed that Team Magma has possession over a Blue Orb, an item capable of controlling Groudon, as well as Kyogre. Meanwhile, Shelly, who was working undercover as a Team Magma Grunt, released Kyogre from its captivity, thus sending it on a rampage that causes Maxie to lose the Blue Orb to Pikachu, who unwittingly absorbed it. After Team Magma's base was destroyed by Kyogre, Maxie met up with Archie on Monsu Island and negotiated a trade: Team Aqua will release two Team Magma Grunts in exchange for the Blue Orb. However, the exchange is interrupted by Team Rocket's intrusion of Team Aqua's submarine; Archie accused Team Magma of being behind it, but Maxie denied any involvement.
In The Scuffle of Legends, Archie immediately seized control over Kyogre with the Red Orb in his possession, triggering a battle between Team Magma and Team Aqua. Archie then bonded with the Red Orb, but he was maddened by its effects and announced his intent to engulf the entire island in the ocean, risking the lives of everyone on it, including his own men. Maxie, acting out of seemingly genuine concern, tried to point this out to Archie, but he refused to listen. Later, as Groudon and Kyogre prepared to battle, Maxie listened to Lance's speech about how such a conflict posed a threat to the entire world. Eventually, the fight between Kyogre and Groudon was put to an end through the efforts of Ash, his friends, and Lance. Afterwards, Maxie realized the errors of his ways and finally changed his beliefs, now believing that the land of Hoenn is supposed to be kept as is.

Kyogre was first seen in the containment chamber of Team Magma's ship. Aqua Admin Shelly set it free by increasing the humidity levels in the chamber so it could revive itself. It was seen with Team Aqua afterwards. In its next appearance, Kyogre fought Groudon and later lost to it, thus causing the orbs in Archie and Pikachu to separate. Kyogre was able to rescue Ash and Pikachu after the battle was done. In the end, it returned to its hidden location at the bottom of the sea.

History
Ruby & Sapphire arc
Maxie is one of the two main antagonists of this chapter. He leads Team Magma in their quest to awaken Groudon to expand the land. Team Magma clashes with Team Aqua, who aim to awaken Kyogre to expand the sea.
Maxie debuts in Tripped Up by Torkoal, where he meets with Tabitha, Courtney, and Blaise after the successful obtaining of the Scanner. When Blaise reveals that the Submarine Explorer 1 is almost complete, Maxie sends the three to Slateport City to steal it.
After Team Aqua manages to successfully stop the volcanic activity of Mt. Chimney, Maxie attacks Archie. Maxie confronts Archie's manipulation of Hoenn TV to create anti-Team Magma propaganda and challenges him to a battle. Archie agrees, but the battle ends in a tie despite Archie's type advantage. The two leaders stop fighting after realizing that neither team will accomplish their goals when each has an important piece required to awaken their respective super-ancient Pokémon rests. They decide that the best option is a temporary truce so that both teams will head to the Seafloor Cavern together. When Team Magma and Aqua meet, they fit the Submarine Explorer 1 with its heart component and head underwater.
Upon arriving, the teams end their truce and proceed to head their separate ways. Archie manages to awaken Kyogre first, giving the advantage to Team Aqua. Despite this, Maxie uses the Red and Blue Orbs Blaise obtained from Mt. Pyre to control both super-ancient Pokémon to give Groudon an advantage over Kyogre. The strain of using both Orbs exhausts Maxie, so he hands the Blue Orb to Tabitha so he can control Kyogre. Finding Kyogre's behavior suspicious, sends Amber to take the Blue Orb from Tabitha. With the Blue Orb now in his possession, Archie begins to use it to control Kyogre.
The power of the Red and Blue Orbs proves to be too much for Maxie and Archie, who are later possessed by Groudon and Kyogre instead. The two are confronted by Ruby and Sapphire, who had arrived to defeat the two villains. Ruby and Sapphire begin battling Maxie and Archie, but note their behavior to be strange. Despite this, Ruby and Sapphire manage to stop Maxie and Archie's movements, leaving them enough time to remove the Orbs from their hands. When Ruby attempts to remove the Orbs from Archie and Maxie, he notices that the Orbs are now stuck to the leaders' hands. The Orbs recede into Maxie and Archie's bodies, fully putting them under the control of Kyogre and Groudon. With their new power, Maxie and Archie take Ruby, Sapphire, and all the Team Aqua and Magma Grunts back to the surface.
They fly to Sootopolis City, where Groudon and Kyogre had gone to finish their battle. The two leaders begin fighting together their respective super-ancient Pokémon. Maxie and Archie are finally defeated when Ruby and Sapphire use a piece of the Grand Meteor combined with their Pokémon's attacks to force the Red and Blue Orbs out of Maxie and Archie's bodies. The plan works, but it causes the Orbs to move to Ruby and Sapphire's bodies and creates an explosion that sends them flying.
Sometime later, Ruby returns and teams up with Courtney to stop Kyogre and Groudon once and for all. Their plan fails, and a hidden Maxie and Archie kills Courtney by dragging her into a collapsing Cave of Origin. After Groudon and Kyogre are successfully defeated with the assistance of Rayquaza and Norman, Maxie and Archie reveal themselves and attempt to kill Ruby to take back the Orbs and awaken Groudon and Kyogre again. They are approached by the Champion Wallace, who attacks the two leaders to rescue Ruby. Wallace is forced to give up when Maxie and Archie reveal they are keeping Winona hostage, leaving him open to be attacked and defeated.
Victorious, Maxie and Archie gloat over the heroes' defeat only to be interrupted by the appearance of Ruby's Feebas, Feefee. Feefee attempts to stop Maxie and Archie, but is easily swatted away. Maxie and Archie begin beating Feefee and insult her ragged appearance. Seeing this angers Ruby, who states that Feefee possesses beauty on the inside even if her outside is ugly. This change in hear allows Feefee to evolve into a Milotic. Ruby and Feefee team up with Sapphire to battle and finally defeat Maxie and Archie's Pokémon. Maxie and Archie still refuse to give up and escape with the Orbs in Wallace's aircar. By powering up their Plusle and Minun with the New Mauville generator, Ruby and Sapphire finish Maxie and Archie off by trapping them in a dome of electricity.
Emerald arc
It is revealed that Maxie and Archie were rescued from the electrical sphere by Sird. Sird reveals that Maxie and Archie's bodies are breaking down due to the effect of letting Kyogre and Groudon possess them. She offers a suit of armor to one of the villains that can slow down the process of their decaying, but only to whomever defeats the other in battle. Archie manages to defeat Maxie and wins the armor, thus becoming the armored man, Guile Hideout.
Omega Ruby & Alpha Sapphire arc
Maxie is revealed to still be alive. Alongside Archie, Maxie travels to the Kanto region, where they find Bill, who had obtained the shattered remains of the Red and Blue Orbs from Team Rocket in the FireRed & LeafGreen arc. They attack Bill and steal the shards from him, which have now regenerated back into their forms as Orbs. They steal Bill's boat and use it to travel back to the Hoenn region. Upon arriving, Maxie and Archie are approached by Red and Green, two Kanto Pokédex holders that are friends with Bill. Red and Green attack Maxie and Archie to avenge their injured friend and retrieve the stolen Orbs. To combat their opponents, Maxie and Archie reveal they have learned to use Mega Evolution and use it to face the two Pokédex holders, who counter with their own Mega-Evolved Pokémon.
The battle is interrupted by Blaise and Amber. Although Blaise finds the new appearance of their leaders suspicious, Amber reveals that they summoned Groudon and Kyogre from their resting places with the power of Hoopa. Immediately after, Groudon and Kyogre appear, having followed the presence of the Orbs. Maxie and Archie use the Orbs to revert Groudon and Kyogre into their Primal forms, greatly increasing their power to the point where they easily defeat Red and Green. Groudon and Kyogre's rampage is interrupted by Ruby and Emerald, who attempt to fight the super-ancient Pokémon but are unable to damage them. Maxie and Archie use Groudon and Kyogre to easily blast Ruby and Emerald out of the sky, easily defeating them. With their opponents on the ground, Maxie and Archie gloat over their victory and reveal that their return is all for the sake of saving the planet from the meteoroid threatening to destroy it.
Later, at the Meteor Village, Maxie trains alongside Archie in order to teach Groudon Precipice Blades. They were given a training space by the village Elder, who agreed to help in their attempt to stop the meteoroid. After a day, Maxie and Archie finish their training and exit their training space. Just as they do so, Rayquaza sees Groudon and Kyogre through Hoopa's ring and attempts to attack by flying towards the ring. The experience scares Hoopa, causing it to accidentally send Rayquaza to another ring connecting the village to Route 120. Maxie and Archie chase after Rayquaza and arrive at Route 120 by forcing their way through Hoopa's ring. They decide to test the moves Groudon and Kyogre learned on Rayquaza, but are interrupted by large chunks of the meteoroid falling down on them. To destroy the chunks, Maxie, Archie, Ruby, and Sapphire combine the powers of Primal Groudon, Primal Kyogre, and Rayquaza into a single attack.
As the attack of the three super-ancient Pokémon struggles to destroy the meteoroid chunk, Maxie and Archie's bodies run out of energy and begin to break down. The combined attack eventually breaks the meteoroid chunk into pieces, which fall onto Groudon and Kyogre, knocking them out. After watching from afar, Blaise and Amber go down to see if their leaders are safe, only to find them both in the process of fading away. Maxie and Archie explain to the two that after their "deaths", their spirits ended up in another world, where they at one point melded together and became one. After a hole to the real world was opened, an unknown voice called out to them, asking to protect the planet. After escaping from the world, they regained their bodies, albeit slightly different, gained Mega Evolution, and stole the orbs from Bill in order to save the planet from destruction. Just as they disappear completely, Maxie and Archie ask their subordinates to protect the planet.
Diamond & Pearl arc
In High-tailing It from Haunter, Maxie was briefly seen when the Advanced level Grunt was talking to Diamond about the past accomplishments of the Pokédex holders.

Maxie is seen with five Houndoom. One was first sent out at Sootopolis City to attack Ruby to take the Red and Blue Orbs back. After Ruby was immobilized, Houndoom set fire to Norman's corpse in case he came back to stop them with Rayquaza again. Later, it was used to battle Ruby's Mumu and Sapphire's Chic. Houndoom was defeated by a combination of Sky Uppercut and Muddy Water. Afterward, Maxie sent out four more Houndoom to distract Ruby and Sapphire while he and Archie escaped.
None of Houndoom's moves are known.

Camerupt is Maxie's main Pokémon. He was first sent out to battle Archie's Walrein. Despite the type disadvantage, the battle ended in a tie due to use of both Pokémon's Abilities. At the Seafloor Cavern, he was used alongside Archie's Walrein to battle Ruby's Mumu and Sapphire's Chic. Although the Pokédex holders fought with powerful moves, Camerupt and Walrein emerged the victors, but left their Trainers open to be attacked. In the Omega Ruby & Alpha Sapphire chapter, he was used to battle Red and Green to stop them from taking the Red and Blue Orbs. Even though he Mega Evolved, he was eventually defeated. With Maxie's Mega Glasses, he can Mega Evolve into Mega Camerupt. After Maxie disappeared, he was taken by Blaise alongside Maxie's Mega Glasses. He is level 68, has a Quiet nature, and his Characteristic is "often lost in thought."
Camerupt's known moves are Eruption and Overheat, and his Ability is Magma Armor.

Groudon is a super-ancient Pokémon that clashed with Kyogre in the past. Team Magma sought to reawaken it to achieve their goal in expanding the land. With the Red Orb, Maxie controlled Groudon after it was awakened. The prolonged use of the Red Orb instead leads to Maxie being controlled by Groudon. After the Orbs are removed from Maxie and Archie's bodies, they move to Ruby and Sapphire. With the power of the Orbs and Rayquaza, Groudon moves to Mt. Chimney to return to its slumber. In the thirteenth chapter, Groudon is awakened from its slumber by Hoopa, who was manipulated by Blaise and Amber to summon the super-ancient Pokémon so they can achieve Primal Reversion. After meeting up with Maxie again, Groudon was given the Red Orb to become Primal Groudon.

Kyogre was temporarily controlled by Maxie through the use of the Blue Orb. When the strain of using two Orbs at the same time proved too much for Maxie, he gave the Blue Orb to Tabitha. It was later taken by Amber, who gave it to Archie to control Kyogre with.
